Under the direct supervision of theย Head of Resource Management, the overall supervision of the Chief of Mission in IOM Norway, and in close coordination with the Sub-Regional Resource Management Unit (SRRMU) in Brussels,ย the successful candidate will be responsible for assisting and supporting the budgetary, financial, procurement and human resources functions of the Country Office.ย 

  1. Provide overall support to the Head RM in financial, human resources and other related activities of the IOM Country Office in Norway.
  2. Ensure that the missionโ€™s financial transactions are entered into the IOM accounting system according to IOM financial regulations and procedures
  3. Contribute to the preparation of standard project reports and budgets for project proposals, contribute to the missionโ€™s monthly closure, and follow up on accountsโ€™ clearing and maintenance.
  4. Contributeย to the preparation of financial and HR reports and the collection, preparation, and follow-up of audit documentation for the Missionยดs projects as and when required.
  5. Ensure timely and accurate payment preparation and execution, such as staff payroll and any other types of payments, verification of correctness versus budgets, ensuring that staff salaries are correctly allocated to projects, consistent with IOMโ€™s projectization criteria and respective internal and donor regulations. Assist in monitoring budget versus actual financial data in relation to the implementation of the Missionยดs operational local activities, as assigned
  6. In coordination with the Head of Resource Management, perform the human resources function of the country office and assist in interpreting and applying HR policies, rules, and regulations in the Norwegian context. Carry out and monitor a wide range of Human Resource actions, including but not limited to the preparation of documentation for hiring, separation, classification, reclassification, promotion, and disciplinary cases, and coordinate with the Sub-Regional Office, Administrative Centers, and Human Resource Management in Geneva as appropriate.
  7. Participate in evaluation of staffing needs in the office and assist in coordination of recruitment processes, including but not limited to, providing guidance to hiring managers on preparation of Terms of Reference, drafting and posting Vacancy Notice/Special Vacancy Notice, screening and shortlisting applications, drafting interview protocols, preparing and administering written tests, taking part in interview panels as assigned, drafting candidates assessment forms, conducting reference checks, preparing job offers, administering recruitment mailbox, etc.ย 
  8. Provide direct advice to staff members and senior management at the Country Office about staff membersโ€™ rights, entitlements, and obligations when required, as well as on applicable HR policies, rules, and regulations. Support in assessing training needs. Refer sensitive queries to the supervisor as appropriate.ย 
  9. Maintain all relevant information related to the assigned areas in accordance with internal and donor requirements, appropriately stored, considering the specific needs of the Country Office.
  10. Monitor a wide range of financial and HR actions, including, but not limited to, budget, expenditures, staff attendance, leave administration, and performance management.
  11. Perform any other duties that may be assigned. Education
    • Bachelorsโ€™ degree or higher, in Accounting, Law, Finance Management, Business Administration, Human Resources, Economics or a related field from an accredited academic institution with a minimum of four years of relevant professional experience; or,ย 
    • Completed secondary education diploma in the above fields with a minimum of six years of relevant professional experience. Accredited Universities are those listed in theย UNESCO World Higher Education Database. ย  Experience
      • Familiarity in International Accounting Standards (IAS) or International Public Service Accounting Standards (IPSAS);
      • Professional experience in financial management, accounting and budgeting, and familiarity with financial oversight and public administration;
      • Professional experience in human resources management;
      • Familiarity with the UN Common System or similar systems as well as with national social security regulations a distinct advantage. Skills
        • Excellent level of computer literacy is required and good knowledge of ERP is an advantage;
        • Excellent drafting and communication skills;
        • Cultural and gender sensitivity and ability to work with people from different backgrounds;
        • Team-work-oriented, capacity to work independently with minimal supervision;
        • Ability to work well under pressure and to keep deadlines;
        • Good interpersonal skills and ability to maintain trust and good working relationships with counterparts;
        • Knowledge of the United Nations system is an advantage. Languages
          • Fluency in English and Norwegian (written and oral) is required. IOMโ€™s official languages are English, French and Spanish.
