Background

The Green Climate Fund (โ€œGCFโ€) is a multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change.
GCF will contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, GCF will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change. GCF is governed by a Board, composed of an equal representation of developed and developing countries. The Fund is operated by an independent Secretariat headed by an Executive Director.

The Fund seeks to recruit a ICT Project Manager Consultant to carry out the tasks, duties and responsibilities, deliver the set deliverables and provide support to the hiring unit as detailed below. The consultant will join GCF team on HQ based. The assignment is for an initial 230 days over a 12-month period.

Role

The ICT Project Management Consultant is responsible for the delivery and management of digital solutions and services, ensuring that the Fundโ€™s most strategic ICT projects are planned, managed, and delivered effectively. The position is situated within the Enterprise ICT Programme Management Office, which plays a key role in the planning and implementation of digital solutions utilized by the Fund and its partners.

Duties and Responsibilities

The Consultant will be responsible for but not limited to:

Purpose
โ€ข Oversees ICT projects, leads fusion teams, guides continuous improvement efforts to support business outcomes, and defines, tracks and communicates ICT digital product line-specific KPIs to improve the product lineโ€™s adoption and performance;
โ€ข Acts as the point of contact for the ICT digital products and works closely with business managers and ICT functional leads as required;
โ€ข Independently, captures specific features/aspects of the client needs or operational environment to ensure optimal project design/delivery

Engagement
โ€ข Coordinates with business, data, and ICT teams to align ICT product line and other architectures, consults with GCFโ€™s users to assess and anticipate current and future requirements, develops a long-term action plan, and, facilitates demand planning and management conversations;
โ€ข Manages vendor relationships and aligns vendor products and services with the Fundโ€™s digital agenda and objectives, works with stakeholders to continually optimize the governance and decision-making processes, and develops service-level agreements for the business outcomes.

Delivery
โ€ข Recommends business process changes for better digital product adoptions, identifies and conveys business and technology trends that can improve the product lineโ€™s business outcomes, and contributes to embedding digital opportunities in GCF;
โ€ข Applies expertise in design thinking and data science to ensure customer-centric experiences.

Required Experience and Qualifications

โ€ข Masterโ€™s degree in computer science, information systems; MBA or similar postgraduate business qualification or a relevant Bachelorโ€™s degree with an additional 2 years of professional experience;
โ€ข Certification in project management (e.g., PRINCE2 and PMP) or product management is desirable;
โ€ข At least nine years of professional experience in ICT project management and service delivery, with at least five years of experience working directly with senior business leaders;
โ€ข Strong business acumen; understands the key drivers and dynamics related to improvement and growth and an organizationโ€™s goals;
โ€ข Deep exposure to business processes through prior experience working outside corporate ICT;
โ€ข Experience in product management and enterprise architecture preferred;
โ€ข Ability to develop and deliver long-term strategy and technology roadmaps;
โ€ข Ability to manage the quality of service of product KPIs;
โ€ข Ability to effectively manage teams and maintain lines of communication through organizational change;
โ€ข Ability to collaborate with multiple stakeholders, including C-level executives and business leaders;
โ€ข Knowledge of financial management and vendor management;
โ€ข Basic knowledge of design thinking, APIs and integration, Agile methodologies, big data, and UI/UX design;
โ€ข Fluent written and oral communication skills in English are essential for this position; knowledge of another UN language an advantage.
