1.ย Role and responsibilitiesย
The Information, Counselling, and Legal Assistance (ICLA) Technical Officer will be responsible for the day-to-day implementation of ICLA activities in Chernihivska oblast, community outreach, and provision of legal services on legal identity, internally displaced person registration; housing, land and property rights, employment issues, and access to services. The ICLA Technical Officer will also conduct capacity-building activities at internal and external levels, and conduct legal monitoring, research, analysis, and reporting.ย

Specific responsibilitiesย
Conduct outreach activities to identify key locations for legal aid deliveryย Organize and conduct individual / group information sessionsย Provide individual and tailored legal counselingย Provide legal assistance and representation for selected cases, according to ICLA criteriaย Ensure effective and appropriate legal case management and quality of legal aid provisionย Provide services in person or through remote modalitiesย Conduct housing, land, and property due diligence activities in close coordination with the NRC Shelter programย Ensure safe identification and referral of persons in need of a specific serviceย Develop informational, educational, and training materials on legal protection issuesย Prepare, organize, and facilitate capacity-building activitiesย Participate in needs assessments and feasibility studies, conduct analysis of legal protection trends, and propose adaptation of the responseย Conduct legal research and analysisย Provide inputs to legal and advocacy documents (i.e briefing notes, case studies) Contribute to the development of tools and proceduresย Contribute to strengthening of local capacities of partners and key stakeholders Coordinate activities with other NRC programsย Coordinate activities with local authorities, NGOs, UN Agencies, and other actors regarding legal aid provisionย Conduct data entry and proper filing of documents related to ICLA activities (i.e client files, intake forms, and other tools) according to NRC internal proceduresย Assist with administrative/logistics/finance tasks whenever requiredย Prepare weekly and monthly plans and reports, upon agreement with the line managerย Perform any other tasks as requested by ICLA Project Coordinator /Project Managerย2.
