Background

The Norwegian Refugee Council is an international, independent, humanitarian, nongovernmental organization that provides assistance to refugeesโ€™ and internally displaced people in many countries worldwide including Libya. As a part of its assistance, NRC provides information, counselling and legal assistance (ICLA) services to empower beneficiaries and support them to claim and exercise their rights. NRC beneficiaries include Refugees, internally displaced people, and members of host community.

Role and responsibilities

Generic responsibilities

The ICLA Technical Assistant will provide information, counselling and assistance to internally displaced persons (IDPs). This will encompass, in particular:ย

Adhere to NRC policies, tools, handbooks and guidelines.Assist a range of support with the implementation of the CC portfolio according to plan of action.Implements independently procedures and activities within own function or core competency as delegated.Responsible for organizing and delivery of tasks in line with priorities and standards.Develop and maintain knowledge of the specialist area of work in which technical assistance and support is being provided, in order to be most effective in supporting the team.Use initiative in day-to-day problem solving in line with agreed procedures, priorities and standards for the area of work.Prepare and develop status reports as required by management.Ensure proper filing of documents.Promote and share ideas for improvement in your area of expertise.Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.

Specific responsibilitiesย 

Accounting for the particularities of the job location and context, the Technical Assistant will be responsible for:ย 

Stays updated regarding internal procedures and thematic guidelines,Delivers individual and group information sessions (GIS) and individual counselling on various topics including legal and civil documentation, housing, land and property rights and work rights,Ensures protection mainstreaming in field activities, including identification of cases for protection referrals,Undertakes day to day data collection and data entry related to field activities and participates in field mapping exercises,Meetings with international, national and governmental actors working on legal and education access issues for refugees and migrants when required and as instructed by the line manager and project management,Oversight of referrals to local aid organizations both national and international,Ensuring that partner organizations fully comply with agreed case management and client handling procedures,Supporting the ICLA officer and TL in the oversight of volunteer workers, maintaining attendance sheets and coordinating with NRC support colleagues on processing of payments,Conduct regular post service monitoring exercises for ICLA services,Any other task relevant to the position as requested by the line manager.ย

University degree/diploma in social sciences, political sciences, law or other related fieldsย Basic knowledge about data management and computer skillsExperience in working in a humanitarian/recovery context.Native fluency in Arabic.ย Work proficiency and excellent drafting skills in English.ย 

Context related skills, knowledge and experience:ย 

Knowledge of the displacement context in Libya.ย Knowledge of the migrants and refugee protection issues is considered a strong advantage.ย Knowledge of Libyan law and regulation is an added advantage.ย
