  1. Role and responsibilities

    The Information, Counselling and Legal Assistance (ICLA) Coordinator will be responsible for the implementation of the delegated ICLA project portfolio in Southern Ukraine. The ICLA Coordinator will manage the ICLA team, ensure capacity building and transferring of key skills. The ICLA Coordinator will oversee legal service and capacity-building delivery and ensure quality and alignment with NRC strategies and procedures.

  2. Adherence to NRC policies, guidance and procedures
Contribute to ICLA strategy development, project proposals drafting and provide input on needs and gaps Coordinate, manage and implement the portfolio of ICLA projects (activities, budget and project documentation) as delegated by the ICLA Project Manager in line with proposals, strategies and donor requirements, and ensure high technical quality Support the implementation of project cycle management activities according to NRC framework. Oversee the provision of legal services to NRC beneficiaries in the relevant areaย  Ensure that projects target beneficiaries most in need of legal protection, explore and asses new and better ways to assist Promote and share ideas for improvement and necessary changes in the activities Liaise and collaborate with relevant local authorities and other key stakeholders Supervise the ICLA team located in Odesa Area Office, ensure their capacity building and transfer of key skills Contribute to protection needs and trends identification

Specific responsibilitiesย 

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

Manage, supervise and support ICLA team through capacity-building activities and on-the-job training Identify appropriate locations for ICLA outreach work and establishment of activities in coordination with ICLA team. Monitor and supervise ICLA Partners activities, as delegated by the ICLA Progect Managerย  Monitor, analyse and document issues of concern arising during legal case management Monitor the project performance and progress towards set targets according to ICLA database and other monitoring tools Assist in development and design of the relevant reporting templatesย  Contribute to the development of SOPs, checklists and relevant ICLA tools. Deliver timely and quality regular and ad hoc reporting on quantitative and qualitative aspects of the implementation.ย  Conduct CC specific technical assessment and present recommendations Coordinate with project staff from other NRC programmes in relation to planning and implementation of programme interventions, ensure integrated programming response when applicableย  Coordinate with the Advocacy unit and contribute to evidence-based advocacy efforts, built around legal protection programming Prepare, organize and facilitate trainings, workshops, webinars and other events according to the plans/requestsย  Ensure effective use of internal and external referral mechanisms and pathways.ย  Provide regular progress and administrative reports to the line manager Ensure proper filing of documents Represent ICLA in coordination fora and working groups (e.g. Protection cluster field coordination)ย  Monitor and follow up on the quality of ICLA services providedย  Conduct field visits to targeted locations, including to ICLA Partners locations Contribute to the proposals, report writing and budgets drafting processย  Contribute to organisational learning through the provision of specific technical analysis, lessons learned and reports Perform any other tasks as requested by line management

2.Competenciesย
