The ICLA/Protection Coordinator is responsible for overseeing and coordinating the implementation of NRCโs ICLA and Protection programs across Aden area office; s/he will ensure the implementation of NRCโs ICLA and Protection portfolios across Aden area throughout all stages of project cycle management (PCM). The position will act as the CC lead for ICLA and Protection in Aden area office; and will in addition to technical oversight, staff mentorship and capacity development of ICL/Protection staff in the area office, support technical development, strategic direction, and quality assurance. The position will report to the Area Program Manager with technical supervision/oversight from ICLA and Protection Specialists.ย
Generic responsibilitiesย
- Line management of Area office ICLA and Protection staff.ย
- Adherence to NRC policies, guidance, and procedures.ย
- Contribute to the development of Country, Area and relevant CC strategies, initiate and participate in the development of relevant ICLA and Protection projects.ย
- Coordinate and manage implementation of ICLA and Protection projects (activities, budget and project documentation) in line with proposals, strategies and donor requirements.ย
- With support from ICLA/Protection Specialists, provide technical direction to ICLA and Protection teams, and ensure that high technical quality of projects minimum standards are met,ย
- Provide regular progress reports to the APM andd ICLA and Protection Specialistsย
- Ensure capacity building of project staff and partners and transfer key skillsย
- Liaise and collaborate with relevant local authorities and other key stakeholders.ย
- Promote the rights of displaced persons in line with the advocacy strategy.ย
- Ensure the respect of NRCโs Code of Conduct, confidentiality and humanitarian principles within the ICLA and Protection team.ย
- Contribute to implementing Safe and Inclusive Programming Minimum Standards.ย
Specific responsibilitiesย
1. Program management and implementation:ย
- Responsible for effective and efficient oversight and management of ICLA and Protection projects across Aden area, consistent with the project management cycle including reporting.ย
- Responsible for coordinating, planning and monitoring the day-to-day implementation of ICLA and Protection activities across relevant projects.ย
- Responsible for providing technical oversight/guidance and implementation support of ICLA and Protection activities.ย
- Ensure the quality of ICLA and protection interventions, and the coherence between all projects, ongoing and proposed, according to the overall strategy.ย
- Ensure compliance with internal and external reporting requirements, including approving expenses/procurement, recruitments, etc., in close coordination and collaboration with relevant area staff team.ย
- Provide budget monitoring, management, and expenses control for the ICLA/Protection portfolio implemented in the area, including compliance with NRC and donor requirements. Ensure appropriate burn-rates are maintained and that solutions to over/under expenditure are applied.ย
- Support monitoring, evaluation and learning (MEL) of ICLA/Protection program, ensuring indicator tracking for all program indicators and outputs are properly managed and updated.ย
2. Program development and strategy:ย
- Ensure availability of up-to-date needs assessment to inform ICLA/Protection program design including area and country office advocacy efforts;ย
- Ensure all relevant stakeholders are included in the planning and implementation of ICLA/Protection projects as appropriate;ย
- Under the line management of the Area Program Manager and with the ICLA/ Protection CC Specialists, contribute to drawing up plans, proposals, and budgets for new projects/ extensions of projects with the relevant team.ย
- In collaboration with the ICLA and Protection CC Specialists, support multi-sectoral assessments as required by the context and management;ย
- Closely coordinate with all other CCs in the Area Office to maximize integrated programming and promote durable solutions.ย
3. Logistics, Finance, and Human Resource Management:ย
- Ensure appropriate Financial and Logistical NRC systems/procedures are adhered to within the ICLA/Protection teams (including supply chain management);ย
- Ensure timely and accurate development and updates of procurement plans, recruitment plans, and spending plans per project and ensure the same is shared with relevant support colleagues;ย
- Responsible for ensuring timely submission of monthly ICLA/Protection CC-specific cash forecast to Finance and relevant Procurement Requests to Logistics;ย
- In line with project needs and funding availability, continuously and proactively plan CC-specific staff requirements and liaise with HR and Admin to ensure the same;ย
- Performance management of all direct reports, including regular one-to-one meetings and completion of work and development plans.ย
4. Coordination, representation and reporting:ย
- Responsible for attending relevant ICLA/Protection CC-specific meetings and coordination fora, representing NRC strictly within the limit set out by the Country Office;ย
- Conduct representation at governorate and district levels and promote strong working relationships with government counterparts;ย
- In line with NRCโs standards, ensure workplans are implemented, stakeholders are informed on NRCโs activities, and the organization is well accepted by communities;ย
- In charge of producing weekly and monthly ICLA/Protection CC-specific situation reports, flash reports and any other reports as requested by the Area Program Manager.ย
5. Other Tasks:ย
- Ensure the inclusion of cash-based interventions and marked based programmes in area-based strategies and their implementation across and within NRCโs core competencies.ย
- Any other responsibilities tasked by supervisor.ย
