Terms of ReferenceIn Chile, UNHCR works together with government institutions, civil society organizations, municipalities, and the private sector to ensure access to protection, humanitarian assistance, and durable solutions to more than 400,000 Venezuelans, and 14,000 refugees, asylum-seekers and other individuals in need of international protection, who have sought safety in the country. Over the last couple of years, Chile has become the fourth most important country of destination for Venezuelans in Latin America after Colombia, Peru, and Ecuador.
At the request made by the UN Secretary-General to UNHCR and IOM on 12 April 2018, to lead and coordinate the response to refugees and migrants from Venezuela, UNHCR and IOM currently co-lead the National Platform for Refugees and Migrants from Venezuela in Chile and works closely with other UN sister agencies to ensure a holistic response to their plight.
The operation in Chile has a workforce of approximately 50 people, composed of staff members (both national and international), and affiliates. The National Office (NO) is in Santiago de Chile, with field presence in Iquique, Arica and Antofagasta. The NO Chile falls under the scope of the Multi-country Office (MCO) Argentina, located in Buenos Aires.
The Protection Unit (PU) in Santiago Unit requires an individual contractor at G4 level to ensure the business continuation of protection related activities during the last trimester of the year. The individual contractor will support the Protection Officer in the following work activities:
-Support PU in advocacy activities with various stakeholders such as lawmakers, governmental agencies, other national policy bodies, and UN human rights bodies.
- Contribute to PU's efforts to strengthen the national asylum system.
- Contribute to the PU with the preparation and implementation of various training programmes intended for various actors.
-Support the PU in drafting legal and technical papers to provide legal and technical advice / support to the government and other partners. For that purpose, conduct research and prepare necessary materials in a timely manner.
- Provide general administrative and logistical support for PU, including taking services requests from PoCs, communicating with various stakeholders, coordinating intern recruitments, assisting in the preparation of events, and the arrangement of necessary materials thereof.
- Perform other duties as required.
The ideal candidate should have work exposure to international organizations, NGOs and/or government, and be ready to work within a multicultural environment.
Good legal research skills as well as analytical and drafting abilities are essential. Professional experience in administrative and logistical support is a plus.
Native Spanish and proficiency in English are a must.
Standard Job Description Protection Assistant Organizational Setting and Work Relationships The Protection Assistant normally reports to a more senior Protection colleague. The incumbent provides functional and administrative support to the protection unit on protection related liaison, correspondence, monitoring, case management and reporting activities. The Protection Assistant also supports the protection unit in designing a comprehensive protection strategy and in providing quality, timely and effective protection responses to persons of concern (PoC). S/he may liaise externally with local authorities and partners on correspondence and/or protection issues as guided by the supervisor. The Protection Assistant also facilitates the involvement of PoC in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners.
