Organizational Setting

FAO's Human Resources Division (CSH) provides HR strategies, policies, tools, guidance and oversight to FAO offices worldwide to ensure that the Organization attracts, develops and retains a diverse, skilled and highly motivated workforce, delivering on the mandate of the Organization. Over the next years, CSH will focus on developing and implementing a people centered strategy, and positioning HR as a strategic partner contributing to the achievement of the mandate of FAO.

The Human Resources Division is composed of two main clusters: (i) the Integrated Talent Management cluster, providing advice and managing position management, recruitment, mobility, staff development and training, performance management and social security; and (ii) the HR Strategy and Policy cluster, providing HR strategic guidance, policy and oversight.
The position is located in the Recruitment Branch (CSHR) of the Human Resources Division (CSH) at FAO headquarters in Rome, Italy.

Reporting Lines

The Human Resources Officer (Young Talent Programmes) reports to the Human Resources Officer (Outreach), under the overall guidance of the Director, HR Division.

Technical Focus

Management of programmes for young talents such as the Young Professional Programme (YPP), the Junior Professional Officers (JPO) Programme and the FAO Global Internship, Volunteers and Fellows Programme (IVF), including United Nations Volunteers (UNV). Support to the management of HR Partnerships in coordination with the Resource Mobilization Division (PSR) as appropriate.

Key Functions

โ€ข ย  ย Processes, coordinates arrangements and delivers services in an HR discipline.
โ€ข ย  ย Researches and analyses HR policy and service delivery issues, maintains operational statistics and prepares related reports.
โ€ข ย  ย Contributes to the development and maintenance of HR systems, processes and standard operating procedures (SOPs) ย 
โ€ขย  ย  Contributes to the development of information and training materials and coordinates and assists in the presentation of information/training sessions to management and staff.
โ€ข ย  ย Provides HR information and advice to management and staff,
โ€ข ย  ย Participates in project teams and work groups.

Specific Functions
โ€ข ย  ย Serves as the primary focal point for new and young talent programmes, i.e. the Young Professional Programme (YPP), the Junior Professional Officers Programme (JPO) and the Global Internship, Volunteers and Fellows Programme (IVF), inclusive of United Nations Volunteers (UNV).ย 
โ€ข ย  ย Supports the design and review of the programmes; in collaboration with the Resource Mobilization Division (PSR) and hosting office budget holders, ensures that programme budgets are aligned with established rules and guidelines.ย 
โ€ข ย  ย Implements young talent management strategies and processes under their responsibility, leveraging innovation, creativity and best practices to build a diverse, inclusive, competent and agile workforce.
โ€ข ย  ย Coordinates the recruitment of participants with partners as appropriate and in collaboration with the Recruitment Branch and supports retention efforts of programme participants (JPO and YPP).
โ€ข ย  ย Supports Hiring Managers in proactively planning their young talent programme recruitment needs, follows up on established plans and provides advice on selection processes and Key Performance Indicators (KPIs) for the recruitment, ensuring adherence to policies and procedures. Participates in selection panels as and when required.ย 
โ€ข ย  ย Implements outreach efforts and initiatives to attract young talent and improve diversity in FAO, in line with the FAO Strategic Framework.
โ€ข ย  ย Supports new strategic partnership opportunities for young talent programmes and broadens the partner base through institutional arrangements with global, regional, national and local networks of academia, research institutes, the private sector and non-governmental organizations. Supports collaborations with the partner organizations in line with corporate partnership procedures.
โ€ข ย  ย Contributes to evaluating the efficacy of programme delivery and identifies opportunities to further enhance it, including specific training and related programmes for young talent.
โ€ข ย  ย Prepares relevant communication, notes and documents to assist Senior Officers.
โ€ข ย  ย Performs other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

ย  ย Minimum Requirements

โ€ขย  ย Advanced university degree in human resources management, business administration, computer science, law, organizational development, industrial psychology or a related field.
โ€ขย  Three years of relevant experience in human resources management, including talent acquisition and management, outreach and sourcing.
โ€ขย  Working knowledge (full proficiency โ€“ level C) of English and intermediate knowledge (intermediate proficiency โ€“ level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).
