Role and responsibilities

The purpose of a HR/Admin Coordinator is to implement delegated area of HR responsibility and deliver a variety of HR and Administration related activities. ย 

Generic responsibilitiesย 

These responsibilities shall be the same for all positions with the same title. Details belong in the Work and Development plan.

Implement NRCโ€™s systems and procedures at area level Ensure adherence to NRC policies, handbooks, guidelines and donor requirements Prepare and submit reports and analysisย  Ensure proper filing of all support documents Support line managers in procedures and require support team trainings Management of support team Ensure adherence to NRC policies and the national labor law in all processes and procedures Advice in personnel conflicts/processes when relevantย  Coordinate staff recruitment and exits, introductions, trainings, staff benefits schemes etc. Coordinate with relevant partners, suppliers, authorities, lawyers etc. Ensure accuracy of staff salariesย  Ensure that staff records in the area are up to date and filed appropriately.

Specific responsibilitiesย 

Facilitate and conduct recruitment processes when needed. Ensure the roll-out of NRCโ€™s Induction package for all new staff. Manage the HRMIS/Agresso HR Database and NRC People. Input employee details, allocate resource numbers and continuously update to ensure data are accurate for payroll and reporting purposes.ย  ย  Prepare relevant HR documentation for staff and contingent workers, e.g.ย  contracts, end of probation/confirmation letters, monthly reports, certificates and letters.ย  Prepare monthly payroll for all national staffย  Follow up on tracking leaves for national staff Prepare HR reports to the CO, and for audit requirements Follow up on disciplinary measures/meetings, conflict management; participate in investigations as requiredย  Ensure NRC premises are cleaned and maintained as per safety and hygiene standards. Ensure admin management of NRC premises from development to termination of lease agreements, including payments of rent, amendments and seek solutions for ย  Support on international staff personnel administration on a regular basis Provide technical support and capacity building related to Staff Care. Support/facilitate HR trainings such as Code of Conduct, Performance Management and PSEA (Protection from Sexual Exploitation and Abuse), same as information sessions on Internal Regulation and HR SOPs. Develop and implement staff development strategy and training matrix; suggest training priorities for the calendar year

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position:

HR staff, Line Managers and staff Line Managers on HR issues at area level: Support functions: Logistics unit, Finance unit Core Competencies: Programme coordinators, officersย  Management : Area manager, ASM, APM Cooperation with finance on payroll prepare the data, allowances and taxation

Scale and scope of position Staff: Direct management of 3 to 5 national staff including HR/Admin officer, HR/Admin assistant, cleaners.ย  Stakeholders: Programme and support departments, Country Office, Regional Office Information: Oversight of NRC in country HR and Admin policies and procedures, Unit4, NRC People Legal or compliance: NRC Code of Conduct, ToE, Labour law

Minimum 3 years experience from working as a HR/Admin Coordinator in a humanitarian/recovery context Previous experience from working in complex and volatile contexts Documented results related to the positionโ€™s responsibilities Knowledge about own leadership skills/profileย  Fluency in Arabic and English, both written and verbalย 

Context related skills, knowledge and experience:ย

โ€ข ย ย ย ย ย ย ย ย ย  Knowledge of HR Management in the Middle East, particularly Palestine and Israel.
