Position Overview

WRI is looking for a Human Resources Manager in the WRI China office to play an integral role in the talent management agenda for our staff in China. In this role, you will work with institute leaders to set people priorities and drive the progression of the people agenda including talent management and organization and leadership effectiveness. You will report to the Operations Director for WRI China and as an integral member of WRIโ€™s Global HR Network, you will have indirect reporting into WRIโ€™s Chief People Officer. In your role you will lead the way in optimizing HR solutions and priorities, using data-driven, growth-oriented HR strategies.

A successful candidate for this position will be a self-starter with strong interpersonal skills and a track record in, and passion for engaging staff and managers to drive for results. Ability to collaborate across a global network and managing remote relationships is an added advantage.

Responsibilities

HR Strategy

In consultation with WRI Chinaโ€™s Management Team and WRIโ€™s Global HR Network, develop and implement HR strategy to address the talent needs of the Institute. Provide innovative solutions to address WRI Chinaโ€™s HR needs in line with its rapid staffing growth. Support the organizational growth to ensure the organization change will lead to institutional excellence and individual achievements.

HR Policies and Procedures

Provide guidance and support on all areas of HR to the management and staff. Review and update HR policies and practices to ensure compliance with Chinaโ€™s legal and regulatory frameworks while ensuring efficiency and staff motivation Conduct new employee orientation and train employees on HR policies and procedures

Employee Relations

Lead WRI Chinaโ€™s diversity, equity and inclusion (DEI) agenda in collaboration with WRIโ€™s Director of Global DEI. Facilitate solutions to manage employee relations issues, and proactively develop and coach leaders. Conduct and provide guidance in termination processes including exit interviews. Ensure all termination processes are performed in accordance to relevant legislation.

Talent Management

Manage and implement effective talent management to include onboarding, performance management, employee development, retention, and succession planning. Provide guidance and training to staff on performance management.

Salary/Remuneration Structure

With the support of the Global HR Network, apply WRIโ€™s compensation philosophy (including reviewing and benchmarking staff salaries and benefits) to ensure that WRI China is competitive and equitable in attracting and retaining top talent. Plan and manage annual salary increases. Manage employee payroll for accurate and timely payroll transfers.

Talent Acquisition

Fulfill the high recruitment needs of program teams with efficient and proactive recruitment processes. Provide innovative solutions to help WRI China acquire and retain top talents in the market. Manage relocation, immigration and other responsibilities related to staffing administration. Regularly review talent acquisition results with the China Management Team to ensure they are in line with WRI Chinaโ€™s strategic directions and priorities.

Others

Performs other human resource/administration projects and functions as needed and shows consistent familiarity and willingness to help with WRI specific HR processes. Manage junior HR staff, setting meaningful objectives, and providing necessary coaching. Occasional international travels may be required.

Qualifications

7+ years of experience as an HR Generalist with a focus on employee relations plus one or more additional core areas of HR. Track record of implementing successful innovative solutions to acquire and retain top talents in a competitive job market. Bachelorโ€™s degree in human resources or related; master's degree preferred. Certification in Human Resources is preferred. Experience working in a global organization is strongly preferred. Familiarity with Chinese labor laws is a must. Ability to use discretion in handling confidential information. Customer service orientation and excellent interpersonal skills. Fluency in Mandarin and English. Ability to communicate clearly and compellingly to a wide range of audiences. Results focused, works effectively both independently and within a team environment, as well as the ability to work well under pressure. Commitment to WRIโ€™s mission and institutional values. Strong computer skills (especially excel spreadsheets, MS Word, PowerPoint).
