The purpose of the Health, Safety, and Security (HSS) Technical Officer in the East Area Office is to support the Field Manager and HSS Coordinator in providing adequate support to program and support teams in carrying out their activities in a safe and secure manner. The HSS Technical Officer will report to the HSS Coordinator.
Generic responsibilities
- Ensure compliance with NRC HSS policies, guidelines and standards.
- Implement delegated security tasks according to plan of action.
- Prepare and develop status reports as required by management.
- Ensure proper filing of documents.
- Promote and share ideas for improvement of the security function.
- Ensure security support to projects targeting beneficiaries most in need, and explore and asses new and better ways to support Program teams.
- Ensure that minimum operating security standards and procedures are implemented in the Area Office.
- Conduct specific technical assessments and present recommendations for improvement and necessary changes in the activities.
Specific responsibilities
- Ensure proper implementation of the safety and security policies, procedures, processes and guidelines including evacuation, security audit, drills etc.
- Monitor and assess the security situation and contextual developments in the Eastern Oblasts.
- Coordinate staff in responding to emergencies and air alarms.
- Determine HSS needs in collaboration with program teams.
- Support the HSS Coordinator in the preparation of periodic Area Security Risk Assessments (SRA) and Rapid Security Risk Assessments (RSRA).
- Contribute to updating the Area HSS briefing package, weekly HSS updates and reports.
- Provide HSS induction brief with new staff and visitors arriving in East AO.
- Assist in the security assessment of new project location, guesthouse, office, hotels and other.
- Assist in the communication and rollout of systems, practices, SOPs and protocols for staff to follow and create the safest working environment.
- Support the HSS Coordinator in coordinating and/or delivering training for staff on HSS topics.
- Participate in capacity building as directed by the HSS Coordinator and HSS Manager to maintain an in-house capacity on HSS related trainings, including assistance in producing training reports if required.
- Participate or individually carry in internal security audits as instructed by HSS Coordinator and HSS Manager.
- Prepare periodic security updates and reports.
- Develop networks locally with stakeholders and partner organizations.
- Manage and monitor the movements of staff and visitors in the East Area via the online TAR.
- Raise Procurement Requests for HSS equipment and trainings.
- Responsible for securing and filing HSS documents in the East Area SharePoint and CO Filing Tree.
- Be prepared to participate or represent NRC in internal and external meetings.
- Any other relevant tasks as delegated by the HSS Coordinator, Area or Field Manager.
Generic professional competencies:
- 2-3 years of experience working in the field of occupational health, safety and security. Security experience in a humanitarian/recovery context is preferred.
- Bachelorโs degree in a relevant field.
- Previous experience from working in complex and volatile contexts.
- Fluency in Ukrainian and Russian.
- Working knowledge of English language both speaking and writing.
- Diplomacy/negotiation skills.
Context/ Specific skills, knowledge and experience:
- Familiarity and knowledge of the developing context in the Kharkiv Oblasts.
- Knowledge about security related actors and information sources in Kharkiv Oblasts.
- Ability to communicate and liaise with varying interlocutors, incl. law enforcement agencies, military organizations, UN agencies and coordination mechanisms, other I/NGOs, and local administrations.
- Proficiency in Microsoft Office products with solid knowledge of Excel, Word, PowerPoint, and Outlook, and GIS mapping.
- Previous experience from working with documents that require verification and control.
- Ability to manage and prioritize a varied workload in a rapidly changing work environment.
