In the last five years, Mozambique has experienced a series of natural disasters and has faced an increase in armed conflict because of an armed insurgency in the north of the country. The conflict has mainly been concentrated to Cabo Delgado province but has spread to Niassa and Nampula provinces in 2022. The conflict in Cabo Delgado Province (Northern Mozambique) started in 2017, however the situation has rapidly deteriorated since mid-2020. ย The volatile situation in the north of the country has led to a sharp increase in the number of displaced persons. The exact figures are hard to come by and remain contested, but IOM (2022) states that over 900,000 people are estimated to be internally displaced, by the conflict alone. More than 90 percent of people who fled the conflict are staying with family and friends in already vulnerable host communities. Insecurity has driven up the cost of basic commodities and people are facing severe hunger, as the conflict and repeated displacement have destroyed livelihoods and disrupted markets.

The HSS Manager provides support in ensuring the effective health safety and security management practices and safety of the NRC staff, programmes and assets in Mozambique through the implementation and compliance oversight of relevant policies and procedures. The HSSM plays a key role in establishing and maintaining relevant in-country networks, supports crisis and incident handling processes.ย 

This position reports to the Country Director in Mozambique with technical line management from the Regional Office in Nairobi.

Responsibilities;

Lead and monitor the implementation and compliance of NRC HSS risk management framework and reduce risks by seeking creative solutions for mitigation to (in order of priority):ย  NRC staff, programs, organization, people we work with and assets.ย  Ensure that solutions respect both the rules and principles of the HSS risk management system of NRC, as well as the humanitarian standards of humanity, neutrality, impartiality and independence that are guiding the interventions of NRC for accessing beneficiaries. Provides HSS trainingsย  Provides mentoring or support to help build the capacity of HSS staff in the field Promote and stimulate HSS risk management culture Provides the country management group (CMG) with strategic advice based on changes to the context Oversee and support national HSS risk management to staff, assets, operation and reputation of NRC Implement the NRC Global HSS Management System at national level and provide reports a required Develop and maintain national HSS documents and procedures incl. strategy and budget

ย Professional Competencies:

Minimum 3 years of experience from working as a senior HSS Manager in an international humanitarian/recovery context Previous experience from working in complex and volatile contexts Substantial and demonstrated prior experience as a trainerย  Documented results related to the positionโ€™s responsibilities Knowledge about own leadership skills/profile Professional qualifications or studies in general management, HSS and/or risk management Prior work experience at the country level Experience or qualifications in humanitarian access Experience or qualifications in negotiations Fluency in English and Portuguese both written and verbal Knowledge and experience from Mozambique is preferable

Type of Contract: 24 Monthsย renewable based on funding, performance, and the need for position

Salary: Based upon the NRC grading Scale

Travel: up to 70% to ย various field officesย 

Language:ย Fluency in English and Portuguese are a requirement for this position.
