Head of Annual Planning and Resource Allocation Unit

Organizational Setting and Work Relationships
The Annual Review and Budget Analysis Service (ARBAS), within the Division of Strategic Planning and Results (DSPR) is tasked to guide the process of annual review, detailed planning and prioritization, budgeting and resource allocation across the Organization.

The Annual Planning and Resource Allocation Unit (APRA or Unit) coordinates and provides guidance to planning and results management in UNHCR, while ensuring adherence to progressive and enhanced delegation of planning, budgeting and resource allocation responsibilities to Regional Bureaux and Country Operations. The Unit acts as Secretariat and coordinates annual detailed planning in line with multi-year plans and the revised Resource Allocation Framework.

The Unit provides reliable support and guidance to the Regional Bureaux, Country Operations and the Divisions in their strategic planning and resource allocation processes.

The Head of Unit will lead two coherent teams focusing on providing guidance on and coordination of the Annual Review process, guidance on implementation of Resource Allocation framework, and guidance on annual detailed planning. In line with multi-year plans the incumbent will coordinate efforts on the capacity-building in respect of the annual review preparation of global budget submissions and analysis. The budget and programme analysis would also incorporate guidance and tools that will strengthen linkages between programme reviews and resource allocation going forward under the revised Resource Allocation Framework. It would also incorporate guidance on budgetary and programmatic linkages between UNHCR programming and external, inter-agency dimensions.

The incumbent ensures effective and efficient support with the Organizationยฟs Mandate, overall quality assurance, within the three lines of defence conceptual framework for effective control and risk management adopted by the UN system.

S/he will, further, cover the full spectrum of managerial oversight, manage performance and monitor the adherence of Country Operations to UNHCRยฟs rules and regulations, monitoring, identifying and addressing any emerging issues and risks as appropriate.

Duties
- Support the supervisor in defining and articulating the vision and the strategic direction for the Service, its deliverables and accountabilities.
- Provide overall leadership, management and coordination to the teams responsible for annual planning and resource allocation.
- Coordinate and consolidate inputs on resource allocation, operational, administrative and staffing requirements in line with the organisational protection and solutions priorities and established policies, guidelines, procedures and standards.
- Oversee and coordinate the Field and HQ resource allocation processes as well as annual programme reviews
- Coordinate the timely update of the ERP system in line with the resource allocation processes
- Contribute to the development of data-driven budget and programme analysis and monitoring
- Provide secretariat function to the Resource Planning and Management Board
- Develop and coordinate timely and accurate budgetary analysis and insights for senior management using Power BI and other tools
- Coordinate and advise on the establishment of, or collaboration of, supplementary appeals and budgets
- Advise on strategic and programmatic decision-making and resource allocation in line with the Resource Allocation Framework
- Lead the development of innovative programming approaches, including on planning and monitoring and the sharing of experiences and lessons learned, including based on analytics and evaluations.
- Ensure linkages with evaluation, risk management and audit processes
- Perform other related duties as required.

Extensive experience in UN field operations and services. A high level of skill in management of broad programmes, strategic decision making and negotiating, as well as demonstrated ability to work under stress in frequently changing and highly charged situations. Demonstrated leadership qualities, integrity, tact, diplomacy, and good management and communication skills. Ability to manage for results: translate strategic aims into achievable plans. Excellent record of team management and leadership skills, proven ethical practices and high level of inter-personal and emotional intelligence skills.
Demonstrated proficiency, experience and knowledge in the areas of programme, field operations, and analysis. Experience in system development and process re-engineering.
Skilled in change management and possess strong communication skills to lead the required changes and to liaise and coordinate with external stakeholders and other inter-agency actors.

Nature of Position:

Division of Strategic Planning and Results guides and supports strategic planning and multi-year planning; ensures that planning and resource allocation processes are simplified, evidence-based and coherent; strengthen results-based management and reporting on impact and outcomes and resources allocated; strengthens management and oversight of projects implemented directly or by partners. The Division has three services: 1. Strategic and Programme Planning Service, SPPS; 2. Annual Review and Budget Analysis Service, ARBAS; 3. Implementation Management and Assurance Service, IMAS.

The incumbent of this position reports directly to the Deputy Director of the Division of Strategic Planning and Results. The Annual Review and Budget Analysis Service, ARBAS or guides the process of annual review, detailed planning and prioritization, budgeting and resource allocation across the Organization. The Service develops guidance, tools and systems to assist the operations and the Divisions to prepare data-driven, impact-oriented and credible annual plans in line with multi-year strategic plans within the expected resource projections for the organization. Advising the Senior management on annual and ongoing resource allocation and prioritization decisions, the Service undertakes detailed descriptive and diagnostic analysis on plans, budgets, expenditures, priorities, new and ongoing needs as well as gaps, sectors and operations where more resources are sought to meet the increasing need.

The incumbent is expected to assume a key role to facilitate the planning and budgeting at the HQ and field level, to support the prioritized utilization of the mobilized resources and to manage the resource allocation processes including position management.

The incumbent should have an excellent understanding of UN budgets and systems, diversified and long field experience with UN. UNHCR knowledge and experience are considered an asset. The incumbent should be a user of ERP systems as well as Business Intelligence tools such as Power BI. S/he is expected to undertake thematic and detailed analysis and act proactively to engage with other Divisions to strengthen the formulation of needs and resources. Furthermore, demonstrated experience of corporate policy and standards development is a substantive asset given the role of this function. Excellent interpersonal skills and negotiation are expected to manage a wide range of stakeholders in and outside UNHCR. Expertise and abilities to execute transparent and clear communications to internal and external audiences on complex, and fast-changing contexts, decisions, and allocations will be essential. The incumbent should possess demonstrated experience in managing change and transformation as part of the organizational development.

Living and Working Conditions:

Geneva is a HQ duty station offering high standard living conditions with a relatively high cost of living. With the exception of nationals of the European Union (EU), the European Free Trade Association (EFTA), Brunei Darussalam, Japan, Malaysia, New Zealand, the Principality of Andorra, San Martin, Singapore and Vatican, nationals from other countries are subject to the visa requirement for taking up employment. In the absence of a Swiss long stay entry visa, the Swiss mission cannot issue them a Carte de legitimation (equivalent to a work and residency permit). The same rule applies to family members who, depending on their nationalities, must enter Switzerland with a visa for family reunion purposes. Identifying accommodation will be a priority before arriving at the duty station. Staff members assigned to Geneva have also been granted the opportunity to reside in neighbouring France on the understanding that the preconditions to acquiring a French residency permit are respected. Medical care is up to international standards. Under the Swiss Federal Health Insurance Act health insurance coverage is compulsory for all persons domiciled in Switzerland within three months of taking up residence or being born in the country. International staff members and their family members holding a Carte de legitimation or an attestation delivered by the Swiss Federal Department of Foreign Affairs are exempt from this compulsory insurance provided that they are covered by another health insurance scheme (i.e. UNSMIS). With regard to educational facilities in the Geneva area, international schools (e.g. La Grande Boissiรจre, Chรขtaigneraie and Pregny, College du Leman) have difficulties to find place for new admissions. It is therefore advisable to make requests for admission for children as early as possible.
