Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non- governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Embedded in its broader approach to protection, and building on knowledge and good practice, IOM launched and rolled out its Institutional Framework to address GBV in Crises (the GBViC Framework) in 2018, grounded on IOMโ€™s overall vision that crisis-affected persons live free from GBV. The GBViC framework has represented a major step in the institutionalization of actions to address GBV across IOMโ€™s emergency programming, reaching a key commitment made under the Global Call to Action to Address GBV in Emergencies.

Migrant women and girls face heightened risks of GBV linked to intersecting vulnerabilities related to their gender, migratory status, race, and socioeconomic conditions. Many have experienced or are at risk of GBV at different stages of their migration journeyโ€”including sexual violence, exploitation, intimate partner violence, and harmful practices such as female genital mutilation or forced marriage.ย 

Under the overall guidance of the Chief of Mission and the direct supervision of the Senior Protection coordinator, and in close coordination with the specialized protection team, the selected candidate willย actively engage in GBV coordination mechanisms and foster strong, collaborative relationships with key stakeholders.ย

  1. Ensure timely and effective implementation of GBV-related activities, in coordination with the health and legal units across IOM offices in Tunis, Zarzis, and Sfax.
  2. Lead and provide technical guidance to relevant colleagues, ensuring survivor-centred GBV case management and support services in all three locations.
  3. Oversee and facilitate the implementation of the GBV Standard Operating Procedures within IOM.ย 
  4. Contribute to the development and implementation of GBV strategies within IOM and at an interagency level, promoting coordinated processes and advocacy for accessible GBV services.
  5. Engage with relevant actors and other relevant stakeholders to identify opportunities for joint initiatives, considering the operational context and limitations.
  6. Lead GBV needs assessments and safety audits; produce and share reports and actionable recommendations with IOM teams and partners, including non-GBV specialized units.
  7. Monitor the implementation and quality of GBV activities through regular field visits, analyze team performance, and revise work plans as needed to address identified gaps.
  8. Support outcome-level monitoring of GBV programming and contribute to the design of effective feedback and complaints mechanisms for affected populations.
  9. Develop and monitor GBV project work plans, including tools for ongoing evaluation and accountability.
  10. Ensure timely, high-quality reporting on GBV activities for internal and external stakeholders, including donors.
  11. Lead capacity-building efforts for IOM staff and partners on GBV risk mitigation and response.ย 
  12. Support the integration of GBV into IOMโ€™s program development and resource mobilization efforts, including proposal writing and donor engagement.
  13. Perform other duties as assigned.

    Education

    • Masterโ€™s degree in law, political science, human rights, international relations, cooperation and development, humanitarian action or a related field from an accredited academic institution with 4 years of relevant professional experience; or
    • Bachelorโ€™s degree in the above fields with 6 years of relevant professional experienceย 

      Experience

      • Demonstrated experience working on GBV programming and/or with GBV survivors.
      • Demonstrated experience in humanitarian affairs and/or development relating to migration, refugee, IDP issues, showing increasing levels of responsibility; field experience preferred.ย 
      • Understanding of IASC humanitarian architecture and global GBV initiatives
      • Solid knowledge of Protection and GBV coordination mechanisms
      • Experience in conducting informed advocacy on behalf of GBV programming and survivors
      • Experience in conducting ethical safe assessments, data collection, and information-sharing

        Skills

        • Strong planning and coordination skills
        • Strong interpersonal and communication skills, including ability to work in a multi-cultural environment
        • Sound ability to communicate practical knowledge on actions to address Protection and GBV issues at the operational level
        • Demonstrated analytical, writing and reporting skills
        • Solid computer skills (MS Excel, Word and PowerPoint).
