Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women in Lebanon supports the government to implement commitments to international normative standards on gender equality and womenโ€™s human rights. The Lebanon country office is working across the humanitarian-development-peace nexus, in alignment with the three development/ humanitarian frameworks in Lebanon 1) United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023-2025, 2) the Lebanon Response Plan (LRP) 2024-2025, and 3) the Lebanon Reform, Recovery and Reconstruction Framework (3RF).ย 

UN Women Lebanonโ€™s Strategic Note for 2023-2025 is based on the 2022 Common County Analysis (CCA) and closely aligned with the UNSDCF for Lebanon and focuses on three of the UNSDCF priority areas (People, Prosperity and Peace and Governance) and three of thematic UN Womenโ€™s global Strategic Plan (SP) impact areas:

Governance and Participation in Public Life Womenโ€™s Economic Empowerment Women, Peace and Security and Humanitarian Action

UN Womenโ€™s SP 2022-2025 impact area three on Ending Violence against Women and Girls, is mainstreamed through UN Women Lebanonโ€™s work in the three impact areas. In addition, the Women Peace and Humanitarian Fund (WPHF), provides an important opportunity to address structural funding gaps for womenโ€™s participation in peacebuilding and decision-making and to complement the ongoing work and streams of funding in Lebanon. It focuses on small and newly emerging independent CSOs targeting women and girls who are working on issues of peace, security and representation.

Lebanon has been facing a severe and prolonged economic crisis marked by hyperinflation, currency devaluation, and poverty. This crisis was deepened from aftermath of the Beirut Port explosion in August 2020 and the enduring impact of the conflict in neighboring Syria. Regional instability further escalated following the October 7, 2023, conflict in Gaza, with cross-border hostilities intensifying along the south of Lebanon. By late September 2024, Israeli military operations expanded significantly into Lebanon. At the height of the conflict, 1.2 million people were displaced, an estimated 52% of whom were women and girls. The recent conflict in Lebanon has also had distinct impacts on men, women, boys and girls. Displacement and disruption to basic services increased protection risks of vulnerable categories of women. Women heads of households, particularly widows, gender-based violence (GBV) survivors and at-risk women, older women, women and girls with disabilities, Syrian and Palestinian refugees, and migrant women and girls, have been more vulnerable to a range of protection risks, food insecurity and economic uncertainties. Lebanon ratified the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) in 1996. However, the country has placed reservations on Article 9, paragraph 2, and Article 16, paragraph 1, which relate to nationality rights and personal status laws.

Objective of the Assignment:ย 

Under the overall supervision of the UN Women Country Representative and the direct day-to-day guidance of the Programme Managers overseeing the Womenโ€™s Economic Empowerment (WEE) and Womenโ€™s Political Participation (WPP) thematic portfolios, the Technical Specialist will provide dedicated support across key operational and strategic areas, including Monitoring and Evaluation (M&E), reporting, partnerships, and resource mobilization. The consultant will work closely with the WEE/WPP programme teams to ensure effective implementation, coordination, and visibility of UN Womenโ€™s interventions. This includes strengthening evidence-based programming through robust M&E systems, enhancing donor and partner reporting mechanisms, supporting strategic partnership development, and contributing to the identification and pursuit of funding opportunities aligned with programmatic priorities.

Duties and Responsibilities:ย 

Research, Resource Mobilization, and Partnerships

Draft high-quality project proposals, concept notes, donor briefs, and other strategic documents to support resource mobilization efforts aligned with WEE and WPP priorities. Conduct desk reviews and synthesize key findings on thematic areas including gender-responsive social protection, womenโ€™s economic resilience, unpaid care work, and the inclusion of women refugees in economic and political spheres. Produce relevant research and policy briefs incorporating global, regional, and national evidence and best practices to inform programme design and advocacy. Analyze donor and development partner landscapes, including funding trends, priorities, and partnership opportunities; develop targeted donor profiles and partnership briefs. Support the planning and organization of donor and stakeholder engagement events, including roundtables and coordination meetings. Contribute to the identification and outreach to potential partners, including private sector actors, civil society organizations, and international institutions, aligned with UN Womenโ€™s mandate and strategic plan

Monitoring, Evaluation, and Reporting

Draft timely and results-oriented reports covering programme activities, outputs, outcomes, and impact, ensuring compliance with donor templates, quality standards, and deadlines. Assist in collecting quantitative and qualitative data, analyzing programme results, and supporting progress monitoring against the Annual Work Plan (AWP) and project indicators. Contribute to the refinement and operationalization of monitoring and evaluation frameworks, tools, and systems in coordination with the M&E focal point. Support the implementation of UN Womenโ€™s Evaluation Policy, including preparatory work for evaluations and the follow-up on evaluation findings and recommendations. Document success stories, human-interest stories, and lessons learned to support communications, donor visibility, and knowledge-sharing efforts.

Coordination and Operational Support

Prepare background materials, briefing notes, talking points, and presentation materials for internal and external meetings, workshops, and high-level events.

Other Duties as Required

Provide ad hoc technical, administrative, and logistical support to the WEE and WPP programme teams as requested. Contribute to peer learning, team collaboration, and knowledge exchange to enhance programme effectiveness and innovation.ย

Required Qualifications:

Education and Certification:

Masterโ€™s degree in Human Rights, International Affairs/Development, Sociology, Public Administration, Economics, Gender and Womenโ€™s Studies, or any related discipline. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

At least 5 years of experience in programme/project management support is required. Experience in working on issues of womenโ€™s empowerment is required. Experience in monitoring and evaluation and report writing is required. Experience with UN agencies is desirable. Computer skills, internet communication and command of MS Office is required. Familiarity with the region and women's rights organizations and networks in the region is desirable. Previous working experience on issues related to womenโ€™s economic empowerment and/or political participation in Lebanon is highly desirable.

Languages:

Fluency in written and oral English is required.
