Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction
The position is located in the Regular Budget Unit within the Budget and Finance Branch of the Financial Management Department. BUD/REG is responsible for the supervision and operational management of all regular budget allocations, the provision of support services for all sources of funds related to and staff costs management including the processing of monthly payroll distribution.
In addition, the unit is responsible for overseeing, coordination, analysis and processing of financial, budgetary and administrative transactions for the Regular Budget Supplementary Account (RBSA). RBSA is subject to the same governance, oversight and budgetary accounting rules as regular budget, however its implementation follows a project-based approach.
The incumbent will perform finance officer duties in BUD/REG, which includes the provision of ILO-wide support and advice to departments, offices and projects on all budgetary issues within their portfolio of work. In addition, the incumbent will perform specific and specialized back-up duties for the management of the RBSA account.
Direct supervisor for this position is Head of BUD/REG.
Description of Duties
1. Advise and support managers from departments, offices and project locations concerning application of financial practices and rules and provide guidance on interpretation of requirements for various business events. Review purchase orders beyond approving responsibility of departments and offices, transfers of allocations and expenditure, travel transactions, staff encumbrances and advise offices on resolving funds checking issues for all sources of funds.
2. Liaise with support departments and external office, project, programme and finance staff (FCOs) with a view to ensuring the timely and compliant utilization of funds. Provide technical support to FINANCE, departments, offices and projects on complex issues related to the financial closure activities and closure of XBDC projects.
3. Ensure relevant financial procedures, guides, manuals, standard operating procedures, and chart of accounts are up to date and in compliance with audit recommendations. Draft internal governance system documentation. Based on analysis, identify innovative improvements and automation requirements, follow up with proposals to management and support implementation of recommendations.
4. Draft training materials, prepare and deliver formal training and on-the-job briefings as required to staff globally using innovative methods and communication tools. Participate in knowledge sharing activities.
5. During peak budgeting and programming periods, assume responsibility for the full RBSA backup functions, including reconciliation of RBSA income, budget, encumbrances and expenditure levels; financial year-end closure of RBSA activities and reporting; and taking corrective actions to remedy any unusual trends.
6. Evaluate regular budget proposals and PSI envelope proposals for the preparation of the ILO's Programme and Budget and ensure compliance with financial rules and regulations, policy and guidance documents and best practices. Draft recommendations to the Chief of BUDFIN on the substance of the proposals.
7. Contribute to recurring and ad hoc financial exercises as required. Perform analysis, request adjustments in respect of eventual anomalies and follow up on corrective action; prepare summary reports.
8. Perform monthly payroll distribution and process cross-year monthly prepayment reconciliation for purchasing transactions Office-wide.
9. Perform other relevant duties as assigned.
Required qualifications
Education
Advanced level university degree (Masterโs or equivalent) in a relevant field. A first-level university degree (Bachelorโs or equivalent) in a relevant field with an additional two years of relevant experience will be accepted in lieu of an advanced university degree.
Experience
Five years of relevant experience.
Languages
Excellent command of English or French and working knowledge of another of the two languages.

Ability to analyse financial information from several sources, examining documentation; to resolve any apparent anomalies. Ability to plan and coordinate moderately complex projects or programmes. Ability to draft reports and explain decisions effectively to staff within the Organization. Ability to draft procedures for internal use, which reflect sound financial rules. Ability to use common office computer applications. Familiarity with computerized accounting packages. Strong ERP skills with particular focus on Purchasing, Oracle Grants Accounting, staff costs management and Labour Distribution. Excellent Microsoft Excel skills.Behavioural competencies
Ability to motivate staff, establish team objectives, assign and supervise work and ensure that quality service/work is provided to clients. Ability to clearly communicate, explain and train on processes and procedures to others. Discretion is required as work may involve dealing with confidential material. Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
