Setting and ReportingOn 29 May 1948, the United Nations Security Council, in its resolution 50 (1948) called for a cessation of hostilities in Palestine and established the first peacekeeping mission headed by a UN Mediator with the assistance of a group of military observers to be known as the United Nations Truce Supervision Organization (UNTSO). UNTSO is mandated to observe and maintain the unconditional ceasefires and assist the parties to the 1949 Armistice Agreements in the supervision of the application and observance of the terms of those Agreements. UNTSOโ€™s mandate covers five countries, including Egypt, Israel, Jordan, Lebanon, and the Syrian Arab Republic. This position is located in the Finance and Budget Office (Cashiers Office) at UNTSO Headquarters, Jerusalem. ResponsibilitiesUnder the overall direction of the Chief Finance and Budget Officer, the Finance and Budget Assistant (Cashier) performs the following duties: Treasury: โ€ข Monitors/reviews methods used to remit payments and supervises investigation of non-receipt of payments. โ€ข Manage the daily operation of the Cashierโ€™s Unit responsible for the transmittal of payments worldwide. โ€ข Reviews incoming payment instructions with regard to banking details and sources of funds. โ€ข Creates receipts and deposits for all incoming funds and records the same in the ERP system. โ€ข Notifies payees of status of payments. โ€ข Executes timely, the monthly local portion payroll (EFTs and cheques) for civilian and military personnel and coordinates payroll activities with Outstations and other PK missions in the region. โ€ข Assists civilian and military personnel on payment matters and/or deposit-related issues. โ€ข Identifies and annotates bank account movements. โ€ข Monitors bank balances for UNTSOโ€™s six (6) house banks and provides weekly updates to the Chief of Finance and Budget. โ€ข Liaises with UN Treasury, banks and Cashiers worldwide regarding outstanding items and payment instructions. โ€ข Maintain strong internal controls in the cash office with accurate entry of bank details, proper safe handling procedures, monitors cheque stock, performance bonds, exception reports, bank signatory panel with weekly reporting to the CFBO on all activities. โ€ข Monitors cheque stock and orders new stock as required. โ€ข Updates files in SharePoint and archives as required. Budget: โ€ข Provides support with respect to the review, analyses and preparation of the medium-term plan and its revisions. โ€ข Prepares supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements. โ€ข Assists managers in the elaboration of resource requirements for budget submissions. โ€ข Undertakes research and provides support to higher level Finance & Budget Officers with respect to bank offerings and new payment options and the like. โ€ข Monitors expenditures and compares with approved budget; prepares adjustments as necessary. โ€ข Reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds. โ€ข Assists in preparation of budget performance submissions and finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures. โ€ข Monitors integrity of various financial databases. โ€ข Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued. โ€ข Co-ordinates with other finance and budget staff on related issues during preparation of budget reports. General: โ€ข Keeps up to date on documents/reports/guidelines that have a bearing on matters related to Treasury and programmes, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. โ€ข Drafts or prepares correspondence to respond to enquiries in respect to relevant financial matters. โ€ข Responsible for planning, providing guidance, assigning tasks and supervising other general service staff in the Cash Office y and appraises performance. โ€ข Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. โ€ข Assists with visualizations and updating information material such as web pages or brochures. โ€ข Performs other related duties, as assigned by the Chief Finance and Budget Officer. Work implies frequent interaction with the following: โ€ข Banks, global Cashiers, Finance, Administrative Officers, other agencies, civilian and military personnel in the field.
