Introduction

The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their peoples.

Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies. The Independent Redress Mechanism (IRM) is the accountability mechanism of the GCF. The IRM responds to complaints by people who believe they have been adversely affected by GCF projects or programmes. The IRM also accepts requests by developing countries for the reconsideration of proposals that were denied funding by the GCF Board. The IRM uses both problem solving and independent compliance review approaches to provide redress and accountability. The IRM reports directly to the Board and is subject to Board decisions. Position Objective
The Executive Assistant supports the IRM team in the execution of its five mandates: processing requests for the reconsideration of funding proposals; processing complaints from persons adversely impacted by GCF projects; providing advice with an eye to improving GCF performance and outcomes; working with GCF direct access entities to build their capacity related to grievance mechanisms and procedures; and conducting outreach to raise awareness about the work of the IRM. The Executive Assistant will be responsible for the execution and coordination of the teamโ€™s logistical and administrative tasks, which will include the facilitation of procurement processes, organising meetings and workshops, coordinating travel arrangements, liaising with IRM stakeholders, preparing presentations, supporting the IRMโ€™s communications efforts, and maintaining IRM records in the IRMโ€™s SharePoint. The Executive Assistant also provides administrative support to the Head of the IRM.

Duties and responsibilities

  • Work with a high level of discretion and provide executive assistance in managing the workflow of the Head of Unit;
  • Coordinate the Head's schedule of meetings and appointments, ensuring timely response to internal & external requests, including Board members, other divisions, external consultants, advisors and other stakeholders;
  • Ensure deadlines are met and documents requiring signature are of high quality and adhere to administrative and operational guidelines;
  • Plan, organise and schedule the team's mission travel, ensuring all system processes, visas, flights and security arrangements are in place, and ensure timely provision of relevant preparation materials and mission briefs;
  • Establish and maintain an effective network of contacts both inside and outside the Front Office to ensure effective liaison in support of office needs;
  • Provide general administrative and office management support to the IRM;
  • Coordinate the internal flow of communications within the team, ensuring timely dissemination of information to all;
  • Facilitate IRM procurement and recruitment processes in collaboration with the IRMโ€™s Registrar and Case Officer and the GCFโ€™s Procurement and Human Resources units;
  • Support the management of the IRMโ€™s budget in collaboration with the IRMโ€™s Registrar and Case Officer and the GCFโ€™s Finance unit;
  • Ensure the IRM is equipped with necessary office supplies and relevant facilities in collaboration with the IRMโ€™s Registrar and Case Officer and the GCFโ€™s Office of Administrative Services;
  • Receive visitors and maintain the calendar/schedule for arranging meetings and appointments;
  • Maintain IRM official records, including the IRMโ€™s stakeholder database and internal systems; and
  • Format, proof-read, and edit texts for adherence to established standards, grammar, and style in official documents, reports, and invitation letters;

    Requirements (Education, experience, technical competencies required of the job)

    • Bachelor's degree in Public Administration, Business Administration, Social Science and Humanities or similar;
    • 3 years (AS-C) of relevant work experience in a professional capacity, such as experience within an international organisation, development agency, governmental, private sector or non-profit sector;
    • Specific experience aligned to the duties and responsibilities set out above is highly desirable;
    • Good knowledge of office technology such as MS Office package;
    • Experience in working with databases is highly desirable;
    • Expertise in creative design software and multi-media editing software is highly desirable;
    • Formal training in secretarial, clerical, administrative, and/or operational services is desirable;
    • Ability to deal with large volumes of work under time pressure with a high level of accuracy and attention to detail;
    • Ability to organise his/her work, set priorities, meet critical deadlines, and follow up on assignments with minimum direction;
    • Strong teamwork and interpersonal skills, and highly developed cultural sensitivity in communicating with all levels of staff and external clients, both orally and in writing; and
    • Fluency in English is essential; knowledge of Korean is an advantage; Knowledge of another United Nations language is an advantage.
