Project Description: Meeting Targets and Maintaining Epidemic Control (EpiC) is a five-year global project funded by the U.S. Presidentโs Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC is dedicated to achieving and maintaining HIV epidemic control and the project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. In 2020, FHI 360 through EpiC launched a new multi-year project in Central Asia which is implemented in Kyrgyzstan, Kyrgyzstan and Kazakhstan. Building on the successes to date in the three countries, EpiC focuses on expanding HIV case finding in the community, and treatment initiation, adherence, and retention support for people living with HIV (PLHIV), with a focus on select key population (KP) groups. While EpiC takes a regional approach in the overarching management of the Central Asia project, each country will have its own respective targets, priority focus areas and expected deliverables. This position will be based in Bishkek, Kyrgyzstan and is open to Kyrgyz residents.
Key Position Responsibilities: The EpiC Kyrgyzstan SI Officer will be responsible for the following tasks:
- Prepare data visualization and analysis for weekly, monthly, annual reports in a timely manner. Prepare recommendations based on program data for further monitoring and evaluation, as well as timely communication of ongoing issues among involved personnel, specifically close collaboration with the Program Department and community-based organization (CBO) partners.
- Conduct data quality assurance (DQA) activities on sites and ensure data management and verification procedures meets FHI360 and USAID standards.
- Support and enhancement of productive relationships with partner CBOs and Republican AIDS Center / local medical facilities regarding data collection and development of further recommendations.
- Contribution to monthly, quarterly, semi-annual, annual reports for the donor - USAID.
- Enter data into InfoLink database monthly under supervision of the SI Advisor.
- Enter data into DATIM database on a quarterly basis under supervision of the SI Advisor.
- Routinely check data in DHIS2 tracker and InfoLink for data verification and validation. If actions needed, correct data timely jointly with CBOs.
- Participate in DHIS2 tracker implementation in Kyrgyzstan.
- Participate in SI calls with the CAR and HQ SI team.
- Capacity building for local implementing partners on data collection and analyzing related topics.
- Support communication to EpiC CAR leadership and local subpartners on project indicators, progress against targets, and results with CBO partners; facilitate/lead data analysis at the community level to identify gaps and propose program decisions;
- Contribute to the development of tools for the design and implementation of SI systems for PLHIV and KP programs at national, sub-national and implementing partner levels;
- Support the analysis and use of data from routine information systems and special surveys to influence the design and scope of the project;
- Contribute to planning and development of strategies for the Central Asia Regional SI team;
- Perform other duties as assigned.
Minimum Qualifications:
- Bachelorโs degree in monitoring and evaluation, data analysis, data quality check and reporting, international development, public health policy, or a related field, masters preferred;
- A minimum of 2-5 years of relevant professional experience;
- Advanced MS Excel skills, Power BI preferred;
- Demonstrated experience working independently with initiative to manage high volume work flow, being responsive to partners and donors, and troubleshooting issues;
- Demonstrated ability to establish and maintain productive working relationships with a wide network of partners and stakeholders;
- Sensitivity to cultural differences and understanding of the political and ethical issues surrounding people living with HIV/AIDS and KP;
- Ability to work well with others and to develop and maintain compatibility among project partners, staff, sub-partners, consultants, and recipients of assistance;
- Knowledge of PEPFAR reporting preferred;
- English, Russian language fluency required, Kyrgyz preferred.
