JOB PURPOSE

The World Food Programme (WFP) in Timor-Leste is implementing an emergency project funded by the Central Emergency Response Fund (CERF). The project aims to provide rice, beans, and oil to vulnerable beneficiaries, along with Super Cereal to pregnant and breastfeeding women as a response to the impact of drought like conditions caused by El-Nino in 6 municipalities of Timor-Leste.

The Emergency Coordinator will be responsible for ensuring the proper implementation of the CERF project in Timor-Leste, including the distribution of food items to the targeted beneficiaries.

ORGANIZATIONAL CONTEXT

The consultant will work under the direct supervision of the Head of Programme overseen by the Country Director

KEY ACCOUNTABILITIES (not all-inclusive)

Coordinate all aspects of the CERF project implementation, including planning, monitoring, and reporting. Oversee the establishment of field level agreements with implementing partners Oversee the targeting and distribution of rice, beans, oil, and Super Cereal to the identified beneficiaries. Develop detailed distribution plans and schedules in collaboration with logistics and field teams. Ensure compliance with WFP and CERF guidelines and standards throughout the project cycle. Convene food security sector meetings and donor briefings Update the CERF Concept of Operations document and disseminate relevant updates to internal and external stakeholders Supervise and provide guidance to field staff involved in distribution activities.

KEY ACCOUNTABILITIES - CONTINUE

9. Conduct regular field visits to monitor the distribution process and address any operational challenges.

10. Liaise with government authorities, partners, and community leaders to facilitate project implementation and ensure beneficiary participation.

11. Prepare accurate and timely reports on project progress, including distribution data, challenges encountered, and lessons learned.

12. Manage project resources effectively, including budget monitoring and expenditure tracking.

13. Ensure adherence to safety and security protocols during all project activities.

14. Others as requested by Supervisor.

STANDARD MINIMUM QUALIFICATIONS

Education: Bachelor's degree in relevant field (e.g., humanitarian aid, development studies, social sciences).

Experience:

Minimum of 5-10 years of experience in humanitarian emergency response, with a focus on food assistance programs. Strong understanding of humanitarian mechanisms, operations, logistics, supply chain management, and distribution processes. Experience coordinating emergency response activities and managing complex programs. Experience in project management, including planning, budgeting, and reporting. Excellent communication and skills, with the ability to work effectively in a multicultural environment. interpersonal Proven leadership and team management abilities. Familiarity with WFP and CERF guidelines and procedures is desirable. Ability to travel frequently to project sites within Timor-Leste.

Languages: Fluency (level C) in English language.
