Purpose of this consultancy:

The United Nations Disability Inclusion Strategy (UNDIS) aims to ensure that the rights and well-being of persons with disabilities are mainstreamed into all policies and programmes. Country Offices (COs) play a crucial role in implementing UNDIS and promoting disability inclusion within their respective contexts.

The purpose of this consultancy is to conduct a comprehensive gap analysis on disability inclusion and the status of UNDIS indicators across Country offices, identify gaps and develop an action plan. The consultant is requested to:

โ€ข Review disability inclusion initiatives and assess the implementation of UNDIS indicators in COs of the region.
โ€ข Identify gaps and challenges hindering effective disability inclusion in COs.
โ€ข Develop a strategic action plan to address identified gaps and enhance disability inclusion efforts within COs.

The consultant will report to the UNFPA APRO Regional Programme Specialist (Disability).

UNFPA is seeking candidates that transform, inspire and deliver high impact and sustained results; we need staff who are transparent, exceptional in how they manage the resources entrusted to them and who commit to deliver excellence in programme results.

You would be responsible for:

Review of relevant documents, policies, and guidelines related to disability inclusion and UNDIS implementation. Conduct consultations/webinars with APRO and CO staff and/or conduct surveys to collect data on the current state of disability inclusion and the implementation of UNDIS indicators. Analyze collected data to identify gaps, challenges, lessons learnt and best practices related to disability inclusion. Develop an action plan outlining specific strategies, activities, responsible parties, timelines, and resources required to address identified gaps and enhance disability inclusion within COs.

Deliverables:

The consultant is expected to deliver the following:

A plan outlining the methodology, tools, and timeline for conducting the gap analysis and developing the action plan. Draft report, summarizing the findings from the consultations, and data analysis, including identified gaps, challenges, lessons learnt and best practices. Document outlining an action plan with actionable steps to address identified gaps and enhance disability inclusion within COs, including specific activities, responsible parties, timelines, and resource requirements. Final report, incorporating feedback from stakeholders and presenting the gap analysis findings and action plan. Regular progress reports, detailing activities undertaken and outcomes achieved.

Duration and working schedule:
The total duration of the consultancy will be 30 working days from the starting date of the contract to 30 September 2024.

Place where services are to be delivered:
This consultancy is home-based. The consultant is expected to virtually meet with UNFPA Country Office staff and UNFPA APRO during Bangkok working hours.

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):
The consultancy is expected to be completed before the end of the contract with specific milestones and deliverables outlined in the contract.

Monitoring and progress control
A work plan/delivery monitoring schedules will be determined by APRO and the Consultant at the very outset of the consultancy. A tracking sheet will be used to note progress against the TOR deliverables and deadlines.

Expected travel on mission:

This consultancy does not require travel on mission.

Qualifications and Experience:

Education:

Master's degree in social science or other related fileds.

Knowledge and Experience:

At least 10 years of increasingly responsible relevant professional experience, including experience in disability inclusion, accessibility, human rights and sexual and reproductive health and rights, as well as knowledge and expertise in UNDIS. Experience working with people with disabilities and organizations of persons with disabilities required. Ability to work independently and effectively in an agile environment that expects and promotes teamwork and values a human rights-based approach.

Required Skill Set

Strong written and oral communication skills, particularly in relation to facilitation and advocacy for disability inclusion. Internal and external communication and advocacy for results mobilization Strategically positioning UNFPA Programme

Other Desirable Skills:
Prior experience in Asia and the Pacific is disirable.

Languages:

Fluency in oral and written English
