The Position:

The Programme Associate, Monitoring & Evaluation supports the design, planning and management of UNFPAโ€™s country programme by managing data inputs, providing logistical support, monitoring project implementation and following up on recommendations.

UNFPAโ€™s Seventh Country Programme Document (2022-2026) for Maldives was approved by the Executive Board in February 2022. The Programme focuses on three key areas of intervention 1) end unmet need for family planning 2) end gender based violence and harmful practices against women and girls and 3) population and development. The proposed Country Programme is aligned with the United Nations Sustainable Development Corporation Framework (UNSDCF) (2022-2026).ย 

UNFPA has partnerships with the government departments, UN agencies, INGOs and local NGOs, and research institutions.ย ย

Job Purpose:

You will play an instrumental role in facilitating monitoring and evaluation of the UNFPAโ€™s country programme and project implementation, supporting design, planning and management, in the areas of population and development, reproductive health and gender.ย 

You will apply established systems and procedures and assist in the creation of knowledge by compiling, synthesizing and analyzing relevant information, developing appropriate mechanisms and systems and ensuring compliance with procedures.

You would be responsible for:ย 

A. Support to Programme Planning

Support provision of technical inputs to programme formulation to ensure results are properly defined

Coordinate the development of theories of change of the country programmeย  Provide coordination and facilitation support in the development of quality results M&E frameworks including the costed monitoring and evaluation plan of the country programme Coordinate and provide inputs to develop annual and multiyear results plans Support developing workplans to operationalise the results Provide inputs for developing field monitoring plans and quality assurance processesย  Compile relevant data to be used for evidence-based planning and programming, including evaluative evidence, and promote their use.ย ย 

B. Support to Programme Monitoring

Support provision of technical inputs to the monitoring and tracking of results against country/ regional level targets and UNFPA Strategic Plan

Provide support to conduct the annual reviews of the country programme Support development and implementation of programme monitoring activities in collaboration with programme staff Conduct field monitoring in coordination with programme team and monitor implementation of monitoring visits recommendations Support collecting and analysing data and evidence and oversee regular data quality checks Active participation and provide relevant inputs for joint united nations joint results groups and other joint monitoring and reporting mechanisms, including for UNINFO Contribute the implementation of the assurance plans including the spot checks

Facilitate the reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences

Collect quality quantitative and qualitative data Compile and analyze data to inform reporting and decision making Coordinate and provide inputs to results reports Support communicating results for both internal and external audiences in close collaboration with communication staff Provide required results and data for producing external report such as United Nations Sustainable Development Cooperation Frameworkย  Support producing and disseminating results reports on implementation of UNFPA strategic plan and regional programmes

D. Support to Evaluation

Support the implementation of the UNFPA Evaluation Policy in the Country Office

Support the development and implementation of costed evaluation plan in the country office, including an annual update and regular monitoring of implementation of planned evaluations Support the appointed Country Office evaluation manager in managing evaluation processes and products in conformity with UNFPA Evaluation Quality Standards Participate in interagency and coordination work on M&E at country level, including support to UNSDCF evaluations Support use of evaluation findings and recommendations in programme formulation and organizational decision making Support efforts to enhance UNFPA internal and national capacity development on M&E Support senior managers in developing management responses to all evaluations within six weeks of completion, including quarterly updates on implementation of actions plans of management responses to evaluationsย ย 

E. Programme Support

Guide routine implementation of assigned projects, in coordination with national counterparts and project personnel, coordinating delivery of project inputs; and ensuring participation of national counterparts in training activities and study tours. Provide logistical support to projects by coordinating project related meetings, workshops and events. Train and guide project personnel and staff on national execution and programme policies and procedures. Supportg advocacy and resource mobilisation efforts of the CO, by establishing and maintaining a network of donor and public information contacts. Assist with organizing and conducting donor meetings and public information events, including preparing relevant background material for these events. Assist in implementing knowledge management strategies to capture lessons learned and best practices, sharing these with management for future planningย 

Qualifications and Experience:ย 

Education:ย ย 

Completed secondary level education (high school or equivalent) is required. A first-level or advanced degree in Statistics, Economics, Health, Population Demography, and/or any other related social science discipline is desirable.

Knowledge and Experience:ย 

A minimum of 7 years of progressively responsible experience in the area of monitoring and evaluation or programme/project management is required.ย  The minimum years of relevant experience is reduced to 4 years for candidates who possess a relevant first-level or advanced university degree. Proficiency in current office software applications and corporate IT systems.

Languages:ย 

Fluency in English and Dhivehi;ย
