Job Purpose:
UNFPA PNG seeks to engage a National Consultant to implement a Sports for Peace programme that leverages sports as a tool to challenge harmful social norms around
masculinity, promote gender equality, and contribute to peacebuilding in Hela, Enga, Southern Highlands and Western Highlands Provinces of Papua New Guinea.
The consultant will be responsible for developing and implementing a training of trainers model for local coaches and partners to implement UNFPAโs sports for peace approach. The consultant will also be responsible for mentoring and monitoring coaches through regular communication throughout the duration of the programme. This consultancy is for a male national consultant who will directly mentor and coach the coaches and male youth participating in the programme. He will work closely with a female national consultant who will support him with the mentoring of coaches and coaching of the female youth. Evidence shows that having both male and female co-facilitators in a sports program is crucial for modeling healthy relationships and for showing both male and female athletes as equally important leaders. Furthermore, having positive role models to dissuade youth from participating in armed violence can lead to positive change.
You would be responsible for:
Under the direct supervision of the UNFPA Peacebuilding Manager/GBV Programme Specialist and in collaboration with UNFPA programme and operations staff, the consultant will perform the following tasks over a total consultancy period of 90 days.ย
1. Develop TrainingโofโTrainers (ToT) Package (30 days, homeโbased)
a. Draft Core Materials
ToT Manual: Review and adapt UNFPAโs existing Sports for Peace manual into a fully contextualized ToT guide. Presentation Decks: Create PowerPoint slides covering key conceptsโgender-sensitive coaching, peacebuilding through sport, ethics, safety. Coachesโ Field Guide: Produce a concise, laminated quickโreference guide for inโgame decisionโmaking, behavioural prompts, and troubleshooting. Workbook for Coaches & Athletes: Design interactive pages for notes, tactical diagrams, selfโreflection prompts, and journaling exercises. Monitoring Forms: Build simple, mobileโfriendly tools (printable and digital) to capture session attendance, behaviour change, and genderโequity indicators (see Task 5 for additional monitoring details).b. Embed Mentoring Foundations
Outline a phased mentoring approach in the ToT Manual (see Task 5 for additional mentoring details).c. Support UNFPA with Establishing a Steering Committee

Coach participants to articulate their personal learning journeys and facilitate peer testimonials. Collect humanโimpact stories and multimedia assets (photos, short video clips, quotes) from participants to support future communications, storytelling, and advocacy.b. Exhibition Match Preparation
Organize and rehearse a gender-balanced showcase match, highlighting fair play, communication, and athlete leadership.Deliverables:

a. Desk Review & Initial Mapping
Compile existing data on coaches, sports networks, and facilities across Enga, Hela, Southern Highlands, and Western Highlands. Build a simple interactive website (or map) to visualize findings.b. Field Validation
In alignment with other travels, conduct site visits in each province to validate deskโreview data, interview key stakeholders, and identify gaps/opportunities.Deliverables:

Structured CheckโIns: Conduct biโweekly virtual or inโperson sessions for mentors to review progress, address challenges, and coโcreate solutions. Field Observation & Feedback: Carry out at least two onโsite โshadow coachingโ visits per coach, with mentors modeling best practices and providing realโtime feedback. PeerโLearning Communities: Host monthly learning circles where coaches present case studies, share lessons learned, and exchange innovative techniques. Resource Hub: Curate an online repository of video demonstrations, discussion guides, toolkits, and exemplar practice sessions. Reflective Practice & Journaling: Guide coaches to maintain structured reflective journals (drawing on workbook prompts) and convene quarterly reflective workshops.b. Monitoring & Reporting
Digital Monitoring Tool: Develop or identify an app that will allow for efficient monitoring and reporting of activities implemented by coaches.ย Indicators and Reporting:ย Ensure SMART gender-sensitive indicators are developed and incorporated into a M&E framework as a part of the TOT rollout by trained coaches.ยDeliverables:

Undertake any related tasks as assigned by the supervisor or designated UNFPA staff.
Consultant will receiveย Daily Subsistence Allowance (DSA)ย to cover transit costs, accommodation, and meals as per UNFPA policy. Vehicle hire will also be covered by UNFPA. Expected Output/Deliverables:
Submission of specific deliverables will be completed in accordance with the schedule outlined below unless the Supervisor and the Consultant mutually agree upon revised timelines. The Supervisor will determine the acceptance of deliverables. Milestone payments will be made upon submission and acceptance of specific deliverables.
Qualifications and Experience:ย
Education:ย ย
Secondary degree required; an advanced qualification such as a certificate in sports is highly desirable.Knowledge and Experience:ย
A minimum of 15 yearsโ experience as an athlete, coach or sports-management in Papua New Guinea required.ย Minimum of 10 yearsโ experience with grass-roots sports training and mentoring of players required. A minimum ofย 8 yearsโ experience in managing and scaling community-based programs in Papua New Guinea, with a focus on gender equality, youth empowerment, health and peacebuilding.ย Proven success in developing and executing initiatives that utilize sports as a platform for social change, including the design and implementation of interventions that challenge harmful gender norms. Experience in PNG required.ยLanguages:ย
Fluency in oral and written English; knowledge of Tok Pisin or a local language is an asset.
