Description:
Meeting Targets and Maintaining Epidemic Control (EpiC) is an FHI 360 implemented global health initiative project funded by United States Government (U.S.G). FHI 360 is seeking applications for a Director, GHS Management position for the EpiC Mozambique Global Health Security (GHS) project focused on strengthening outbreak preparedness and response, enhancing laboratory and detection capabilities while supporting Mozambiqueโs capacity at the national and sub-national level for both human and animal laboratory networks, developing and enhancing surveillance systems and strengthen the International Health capacities at POEs to prevent, detect and respond to outbreaks for emerging and re-merging diseases, and strengthening the Public Health Emergency Operation Center (PHEOC) at the national and sub-national levels to rapidly detect and respond to public health threats. The position will be based in Maputo and will report to the EpiC Mozambique Project Director.
Job Summary:
The Director, GHS Management will work closely with the EpiC Mozambique Project Director to coordinate program implementation with government counterparts, US department of State, FHI 360 HQ and other key stakeholders. This position will lead the technical team in planning, implementing and monitoring EpiC GHS activities with rigor, timeliness and quality, ensuring project objectives are achieved, particularly in increasing capacity to prevent, detect and respond to infectious disease threats. S/He will oversee cross-functional teams, operations and technical, and project activities from award through close-out. The position will plan and direct schedules and monitor budget/spending. The Director, GHS Management will select, develop, and evaluate personnel to ensure efficient project implementation and will work closely with management to ensure financial, administrative, contractual, logistical efficiency and compliance. The position will serve as a liaison between local and Headquarters administrative and enterprise services to maintain smooth operations between headquarters and field offices.
Accountabilities:
Program Leadership:
- Serves as EpiC GHS lead and key point of contact at the country level
- Responsible for workplan development and preparation/ review of periodic reports to the funder.
- Provide project leadership to the project team and reports to the country Project Director in to ensure the project is implemented in an efficient, compliant, timely and results-oriented manner.
- Contribute to strategic planning processes, including country-level GHS strategy development and alignment with broader health systems strengthening efforts.
- Develop and maintain strategic relationships with key stakeholders including government agencies, donors, implementing partners, other agencies etc.
- Oversees, implements, and monitors systems, services, staff, and budgets to achieve financial, administrative and project goals.
- Liaise with HQ to provide timely and accurate financial and project reports to company management and donors as required.
- Ensures GHS is implemented in an efficient, compliant, timely and results-oriented manner.
- Lead the project so as to position FHI 360 for future opportunities in a changing landscape.
- Leads coordination of resources for ongoing projects across functional areas and addresses/ resolves issues.
- Prepares and monitors approved budgets for assigned projects.
- Approves all expenditures relating to budgets.
- Collaborates with the EpiC Mozambique Project Director to proactively identify opportunities for new project initiatives and funding to support them.
Technical Oversight:
- Lead the development and implementation of GHS activities in Mozambique, ensuring technical implementation is consistent with best practices in the Global Health Security industry
- Leads the technical and operational activities of the project, identify potential challenges and address them appropriately.
- Coordinate multiple technical workstreams so the whole is greater than the sum of its parts.
- Lead program design/proposals
Partner/Sub-Award Management:
- Develop strategic partnerships and ensure strong lines of communication and collaboration are established and maintained.
- Oversee design and development of subawards ensuring they meet technical objectives for reasonable costs and are designed to facilitate accountability.
- Leads the design and planning of all project activities and set high quality performance targets ensuring adherence to technical standards, best practices, and donor guidelines.
Team & Staff Management
- Recruits, orients, and supervises project staff to support project and ensure the completion of programmatic and workforce planning needs are met and achieved.
- Leads staff to ensure that project implementation is managed and tracked closely through the development of structured work plans.
Stakeholder Engagement
- Serve as the primary point of contact and collaboration for the team and in-country stakeholders, including Foreign Assistance Office (FAO), implementation partners, Government of the Republic of Mozambique (GRM) partners, and other key stakeholders.
- Oversee strategies and interventions to ensure excellence and accountability to beneficiaries and Foreign Assistance Office.
Applied Knowledge & Skills:
- Knowledge of Global Health Security strategies.
- Management experience with a USG cooperative agreement and familiarity with Foreign Assistance Office (FAO) agreement regulations preferred.
- Effective strategic planning, project evaluation and project management skills.
- Strong business acumen, staff development, management, and reporting experience.
- Strong consultative and negotiation skills.
- Operations management, corporate policies, compliance, and procedures oversight experience.
- Demonstrated ability to create and maintain effective working relations with host country government personnel, stakeholders, NGO partners, and international donor agencies.
- Excellent oral and written communication skills.
- Strong interpersonal, writing, and oral presentation skills in English; Portuguese language fluency highly desired.
- Ability to build positive local working relationships with local communities, district government officials, UN and where appropriate, donor representatives.
- Ability to analyze and establish effective and supportive cross- project coordination, organizational procedures, and management systems.

- Reports to EpiC Mozambique Project Director.
Education: **
- Bachelor's Degree or its International Equivalent in public health, health management, social science, or a related field required.
- Preference for Masterโs Degree or its International Equivalent in public health, development studies, social work or related field preferred.
- Project Management (PM) Certification preferred.
Experience: **
- Minimum of 12+ years of relevant experience in project management with project management principles and practices.
- Experience designing and leading effective public health projects that are strategic in nature and complex in scope.
- Preference for demonstrated experience managing in a dynamic environment.
- Proficient with applicable rules, regulations, and policies associated with international development and non-governmental organizations (NGOs).
- Open to Mozambiquan nationals of those residing in Mozambique; expatriate allowances will not be provided
