The Technical Director, Global Health Security, will provide strategic and technical leadership for the design, coordination, and execution of EpiC Global Health Security (GHS) activities in Ukraine. This role will oversee the delivery of technical support to national and regional public health institutions such as health care facilities, the Center for Public Health, the State Service of Ukraine on Food Safety and Consumer Protectionโs research institutes and regional departments, Regional Centers for Disease Control and Prevention, academic institutions, as well as civil society organizations (CSOs). The Technical Director will design and implement strategies for addressing infection prevention and control (IPC), antimicrobial resistance (AMR), health emergency management (HEM), with a particular focus on the prevention, detection and response to infectious disease outbreaks of epidemic significance. All activities will be aligned with national regulations, guidelines and standards, as well as relevant international frameworks. As the primary technical focal point for all EpiC GHS activities in Ukraine, the Technical Director will collaborate closely with the EpiC Ukraine Project Director to ensure effective implementation of EpiC initiatives in collaboration with government counterparts, donors, and other key stakeholders. Additional responsibilities include leading the technical team in planning, coordinating, and executing activities with rigor, timeliness and quality - ensuring that EpiC objectives are met and measurable capacity is built among Ukrainian counterparts to prevent, detect, and respond to infectious disease threats. The Technical Director will also oversee the development of technical deliverables, including workplans, concept notes, standard operating procedures, training curricula, and other technical outputs.
Accountabilities:
- Serves as EpiC GHS technical lead and key point of contact for relevant topics at the country level.
 - Provides technical direction in the development and implementation of country annual workplans and budgets, ensuring alignment with project objectives, U.S. Government and the Government of Ukraine priorities, and relevant international frameworks and tools.
 - Provides technical leadership to the country team and support the EpiC Ukraine Project Director in coordinating EpiC GHS activities at the national and sub-national levels.
 - Ensures high quality technical deliverablesโincluding workplans, required and ad hoc reports, and success stories highlighting technical achievementsโare developed, submitted and approved on schedule and within budget parameters.
 - Develops and maintains strategic relationships with key stakeholders, including government agencies, donors, implementing partners, and civil society organizations.
 - Contributes to EpiC strategic planning processes by providing technical inputs aligned with Ukraineโs multisectoral GHS priorities, health system strengthening efforts, and relevant international frameworks and tools.
 - Leads efforts to build the technical capacity of Ukrainian counterparts at national and sub-national levels through training, mentoring, expert consultations, and shared learning.
 - Identifies and promotes innovative approaches and technologies to strengthen the prevention, detection, and response to infectious disease outbreaks.
 - Supports integration of digital health tools and data systems to enhance surveillance and reporting.
 - Liaises with the Ukraineโs Public Health Emergency Operations Center, Regional Centers for Disease Control and Prevention, and other relevant state authorities during infectious disease outbreaks and health crises.
 - Ensures timely and responsive support to client requests and needs on technical matters
 - Ensures technical activities are designed to support EpiCโs monitoring, evaluation, and learning (MEL) activities; collaborates with the MEL Director to finalize and submit country-specific technical indicators, and reports on progress through quarterly, annual, and other required reporting requirements.
 - Assesses sub awardeeโs performance on technical activities and directs adjustments, as needed.
 - Delivers subject matter expertise in one or more of EpiC Ukraineโs priority technical areas, including IPC, AMR, HEM, and animal health.
 - Represents EpiC at the national and subnational meetings, in consultation with the Country Project Director
 - Supports performance management and professional development of direct reports through ongoing feedback, coaching, and career growth support.
 - Collaborates and coordinates with HQ-based technical team to ensure consistency, compliance and quality across project activities
 - Performs other duties as assigned.
Applied Knowledge & Skills:
- Comprehensive knowledge of GHS concepts and capabilities and subject matter expertise in one or more of the GHS domains (prevention, detection and response).
 - Familiarity with the 7-1-7 timeliness approach to inform rapid quality improvement of early detection and early response functions is preferred.
 - Familiarity with the existing International Health Regulations Monitoring and Evaluation (2005) framework tools, including the Joint External Evaluation, National Action Plan for Health Security and Action Review processes is preferred.

 - Coordinates with country based technical, administration and finance staff as well as HQ based backstops to design and implement project activities within allocated resources.
Education: **
- Masterโs degree in infectious diseases, epidemiology, public health, or a related GHS field such as diagnostics, or its international equivalent.
 - Project Management (PM) Certification preferred.
Experience: **
- 12+ years of experience in public health practice, infectious diseases, and or global health security fields.
 - 12+ years of relevant technical/project management experience (including 8+ years of leadership, strong business acumen and/or line management experience).
 - Demonstrated supervisory experience managing teams of technical advisors and subject matter specialists.
 - Prior work experience with international non-governmental organizations preferred.
 - Extensive experience working within Ukraineโs public health and health care systems, including engagement at national and subnational levels.
 - Experience engaging and collaborating with national governments, multilateral organizations, and donors.
 - Demonstrated working knowledge of global health security and social service information systems, and monitoring and evaluation processes for performance-based reporting.
 - Prior experience working on U.S. Government-funded projects preferred.
