Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Women and girls are the worst affected by emergencies and crises while they are also the main caregivers and among the first responders, holding their families and communities together. Providing targeted livelihood and protection support to women in humanitarian settings has a direct effect on the wellbeing and recovery prospects of their families and communities. Womenโ€™s ability to receive livelihoods support and strengthen their income generating activities, makes peacebuilding and recovery efforts more sustainable. This is because they are more likely to participate in community recovery efforts, influence decision makers on needs and participate and lead peacebuilding initiatives in their communities. During emergencies and particularly in response to the COVID-19 pandemic, UN Women Country Offices have increasingly adapted and continues to use cash-based interventions (CBIs) to respond to the urgent livelihood needs of women, with varying results and use of different modalities across diverse country contexts, including protracted crises. As an area of strategic programming interest and investment, and with a view to proactively supporting UN Women achieve its objectives and effectively manage risks, in 2020 IEAS (Independent Evaluation and Audit Services) conducted a rapid assessment of UN Womenโ€™s level of preparedness to implement CBIs (conditional and unconditional cash transfers).

The objectives of the rapid assessment were to assess organizational and programmatic preparedness against a CBI benchmarking framework and propose a roadmap to ensure that UN Women is prepared for CBI programs that deliver impact and results; and has effective governance, risk, and control arrangements in place and identifies its comparative advantage against other UN agencies involved in CBIs, mainly WFP and UNHCR. This assessment aims at informing UN Womenโ€™s positioning and strategic contribution at global and country level, including engagement in global coordination platforms, in UNCTs and HCTs at country level, and its partnerships with other UN agencies and national government counterparts. It is also linked to UN Womenโ€™s work and contribution towards the implementation of gender commitments under the Agenda 2030 and the SDGs, the Agenda for Humanity, the Grand Bargain commitments, and other global frameworks.

To support the follow up of the key recommendations and findings of the UN Women CBI assessment and follow up actions by the Business Review Committee (BRC), an internal UN Women Task team on CBIs has been established under the technical lead of the Humanitarian Unit, to support the implementation of the findings and facilitate cross-fertilization HQ thematic units, Regional Offices and Country Offices. The Task Team is co-chaired by the Policy Advisor on Sustainable Development/WEE, the Head of Humanitarian Section and the Chief, EVAW. The Task Team facilitates the strengthening UN-Womenโ€™s coherence and multidisciplinary approach to CBIs, including in crisis, humanitarian and emergency settings and facilitate internal coordination.

Purpose and Objective

Under the leadership of UN Women Head of Humanitarian Unit and the guidance of the UN Women Task Team on CBIs, UN Women will recruit a CBI expert that will coordinate the development of a policy framework integrating a vision and strategy for CBIs across the HDP nexus within UN-Women using the Rapid Assessment as baseline. The Policy Framework will build on the vision and approach outlined in โ€œUN Womenโ€™s Cash based intervention strategy for humanitarian settingsโ€, in order to develop a whole of organizational approach across the HDP nexus. Using the humanitarian strategy as the starting point, the Policy Framework will include among other elements: vision, criteria for UN-Women CBIs engagement, UN-Womenโ€™s comparative advantage and added niche vis-ร -vis what other UN agencies are doing, especially around gender transformation, development of a governance structure and an operational framework that integrates PSEA, duty of care in providing CBIs services and protection considerations for women beneficiaries, while ensuring alignment and coordination across thematic/systemic outcomes and across regions/countries. The Policy Framework will include risks assessment and potential mitigation actions by UN-Women.

Institutional Arrangement

The CBI expert will work under the direct supervision of the Program Specialist and under the overall guidance of the Head, Humanitarian Normative and Coordination Action. The CBI expert is expected to give regular progress updates on each of the deliverables and be available for discussion with the Task Force co-chairs. After the submission of each draft version of the deliverables, the CBI expert is expected to incorporate the comments and feedback received by UN Women into the final versions.

Payment will be scheduled on lumpsum basis and as per the following deliverable completion:

-Submission of methodology/workplan, literature review and development of criteria/options of analysis to guide strategic discussions/decisions regarding UN Womenโ€™s role in CBIs: 10%

-Consultations/interviews with external and internal stakeholders, drafting of the policy framework (first draft), organization of internal working session and capturing key comments/recommendations from Task Team members and leadership: 60%

-Submission of final strategic framework on UN Womenโ€™s role/strategic contribution in CBIs as well as preparation and delivery of presentation: 30%

The duration of the assignment is 31 days between 15th of September until 15th of December 2022.

ยท Masterโ€™s degree in public health, international development/relations, social anthropology, sociology, economics, socioeconomics, and/or any relevant field directly related to gender equality and the empowerment of women and girls.

ยท Minimum seven years of progressively responsible, relevant work experience at national or international level in design, planning, implementation and/or monitoring of projects relating to gender equality along the HDP nexus.

ยท Technical expertise in CBI programming, specifically in humanitarian contexts and along the HDP nexus.

ยท Demonstrated experience with planning, programming, and implementation of CBI, including the development of corporate policies, strategies, and tools, including guidance and Standard Operating Procedures.

ยท Demonstrated experience in providing dedicated technical and capacity development support.

ยท Demonstrated experience in data collection, management and analysis and familiarity with the safe and ethical principles of data collection in crisis settings.

ยท Excellent command of written and oral English.

Financial/Price Proposal evaluation:

ยท Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
