Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Womenโ€™s Peace and Humanitarian Fund (WPHF) is a partnership between the United Nations and the civil society, which supports women led and womenโ€™s rights organizations working to build peace and provide humanitarian response throughout the world. Since the end of 2016, the WPHF has been supporting over 1000 civil society across the world. UN Women hosts the Secretariat of the Womenโ€™s Peace and Humanitarian Fund. The WPHF Secretariat provides support to the Funding Board, mobilize resources from Governments, companies, foundations and individual, provides day to day support to Country Offices implementing WPHF programmes, ensures timely and quality monitoring and reporting.ย 

In April 2020, following the recommendation of the UN Secretary-General in his 2019 report on Women, Peace and Security, the WPHF Funding Board established the Rapid Response Window (RRW) on womenโ€™s participation in peace processes, as well as a Rapid Response Window Unit hosted within the WPHF Secretariat.

The RRW launched its pilot initiatives in September 2020 and was officially inaugurated at a high-level event in January 2021. It has since become a dynamic and flexible funding mechanism, receiving over 2,000 proposals across its two funding streams. By the end of 2023, the RRW had supported the participation of more than 3,000 women and young women, including women with disabilities, in formal Track 1 and Track 2 peace negotiations and peace agreement implementation processes. Building on these achievements, the RRW is entering a new phase, expanding its partnerships to strengthen support to civil society organizations and key stakeholders.

In 2022, the WPHF Funding Board also established a new Window for the Protection and Advocacy of Women Human Rights Defenders (WHRDs), hosted by the WPHF Secretariat. This window provides two types of support:

  • Safety net grants, covering protection and livelihood expenses for WHRDs at risk in crisis and conflict settings (implemented with INGO partners); and
  • Direct logistical support to enable WHRDsโ€™ participation in advocacy and decision-making processes (implemented directly by the WHRDs Window Unit).

    Since its establishment, the WHRDs Window has supported more than 300 WHRDs and over 700 dependents through both protection and advocacy support.ย 

    Under the overall supervision of the Head of the WPHF Secretariat and the direct supervision of the Programme Coordinator, Rapid Response Window on Womenโ€™s Participation in Peace Processes, the Programme Analyst provides technical, administrative, and programmatic support to the implementation and management of both the RRW and WHRDs Windows and contributes to the effective oversight of related partnerships and agreements.

    Scope of Work

    1. Provide programme, financial, and operational oversight
      • Follow up with RRW partners to ensure the timely submission of financial advances, expenditure liquidations, and supporting documentation.
      • Support the review and analysis of WHRDs partners cost and no extension requests, quarterly financial reports, financial statements, prior to submission to the WPHF board for approval and MPTFO for processing, to ensure alignment with approved project documents.
      • Lead on the financial quarterly spotchecks for the WHRDs and RRW windowโ€™s NUNO/partners.ย 
      • Oversee the partners preparations for audits and develop an action plan for audits undertaken for the WHRDs and RRW window NUNOs/partners.
      • Review and analyze RRW partnersโ€™ and UN Regional/Country offices quarterly financial and narrative reports, ensuring accuracy, compliance, and alignment with approved project documents.
      • Ensure all RRW partner agreements, reports, and related documentation are regularly uploaded and maintained in the corporate database.
      • Support the WHRD Program Analyst with tracking systems to monitor partner onboarding, cost and no-cost extension requests, reporting, spot checks and off boarding processes.ย 
      • Contribute to the collection, analysis, and presentation of programmatic and financial data for reporting processes.
      • Offer advisory and operational support for programme management, including partner oversight, quality assurance, and compliance with standards.
      • Serve as the focal point for the WHRD and RRW with UN Women and MPTFO operational colleagues regarding partner management and financial processes for partners.
      • Provide substantive technical support to the implementation of the RRW and WHRD Windows
