The Womenโs Peace and Humanitarian Fund (WPHF) is a partnership between the United Nations, Member States, and the civil society, which supports women led and womenโs rights organizations working to build peace and provide humanitarian response throughout the world. Since the end of 2016, the WPHF has supported over 1,500 civil society organizations and is present over 40 countries.ย
UN Women hosts the Secretariat of the Womenโs Peace and Humanitarian Fund. The WPHF Secretariat provides support to the Funding Board, mobilizes resources from Governments, companies, foundations and individuals, designs and manages global funding windows and mechanisms, provides day to day support to Country Offices implementing WPHF programmes, ensures timely and quality monitoring and reporting. The Secretariatโs mandate is also to strengthen stakeholdersโ knowledge of and engagement with women, peace and security issues through proper internal and external communications, advocacy and outreach. Finally, the Secretariat provides knowledge management services for the WPHF and manages Community of Practice (CoP) for WPHF partners and grantees.ย
The Programme Analyst will be reporting to the Programme Coordinators (P3) of the Regular Funding Cycle, who will be responsible for the contract and payment issues. The Programme Analyst facilitates the implementation and management of the Fundโs Regular Funding Cycle portfolio in the area of women, peace and security and humanitarian action. The Programme Analyst works in close collaboration with other WPHF teams and Funding Windows as well as with Management Entities in countries and civil society, ensuring successful programme implementation of the Regular Funding Cycle portfolio.ย The Programme Analyst also provides substantive inputs to the Fundโs advocacy, knowledge building, reporting and partnerships.ย ย ย ย
Description of Responsibilities/ Scope of Work
- Contribute technically to the development of funding allocations and initiatives of the Fundโs Regular Funding Cycle portfolio in the area of women, peace and security and humanitarian action.
- Provide substantive inputs to the design and formulation of funding allocations and funding initiatives under the Fundโs Regular Funding Cycle;
- Identify areas for support and intervention related to funding allocations and initiatives under the Fundโs Regular Funding Cycle;
- Provide substantive inputs to the development of the Fundโs cross-cutting priority areas and grant making principles.
- Provide substantive and technical support to the implementation and management of the Fundโs Regular Funding Cycle in the area of women, peace and security and humanitarian action
- Support with the coordination of Calls for Proposals with country offices, including the organization of information sessions and National Steering Committees and preparation of materials for prospective applicants;ย ย
- Review and evaluate proposals from prospective applicants, including longlisting and shortlisting, and share overview analysis of the demand;ย
- Support with financial and narrative monitoring of the implementation of the Fundโs Regular Funding Cycle portfolio; including country delivery.ย
- Provide technical assistance and capacity development support in the implementation of the Fundโs Regular Funding Cycle portfolio in the area of women, peace and security and humanitarian action.
- Coordinate and provide technical support to Management Entities in the implementation of the Fundโs Regular Funding Cycle portfolio; ย
- Maintain relationships with Management Entities and Resident / Humanitarian Coordinator Offices to support the implementation of the Fundโs Regular Funding Cycle portfolio;ย ย
- Identify opportunities for capacity building and trainings for partners, including through the Fundโs Community of Practice and Learning Hub. ย
- Provide technical inputs to the monitoring and reporting of the Regular Funding Cycleโs portfolio in the area of women, peace and security and humanitarian action. ย
- Monitor progress of implementation of grants and track financial delivery at global and country level of the Fundโs Regular Funding Cycle portfolio; ย
- Draft reports on monitoring missions, country results and portfolio results; ย
- Provide substantive inputs to the preparation of WPHF reports, donor reports, and ad-hoc reporting; ย
- Provide substantive inputs to advocacy, knowledge building and partnerships of the Regular Funding Cycleโs portfolio in the area of women, peace and security and humanitarian action. ย
- Develop relevant documentation such as background documents, briefs, project summaries, presentations, and speeches on the Regular Funding Cycleโs work; ย
- Coordinate and organize meetings, events, and knowledge products on the Regular Funding Cycleโs work; ย
- Participate in meetings and public information events with partners and stakeholders relevant to work the work of the Regular Funding Cycle, as delegated.
- Develop analytical briefs and background information about country and regional needs focusing onย women, peace and security and humanitarian action.

Required Qualifications
Education and Certification:
- Masterโs degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.
- A bachelor's degree in combination with two additional years of qualifying experienceย may be acceptedย in lieu of the advanced university degree.
Experience:
- At least 1 year of progressively responsible work experience in one or more of the following areas is required - development policy, development programme/project implementation, coordination, monitoring and evaluation, donor reporting and/or capacity building.ย
- Experience in programmes or policy related to women, peace and security is required.
- Work experience with programmes in WPHF countries is desirable.ย ย
- Experience with UN multi-partner trust funds, programmes and policies is desirable.ย ย
- Experience coordinating and liaising with partners in the area of women, peace and security is desirable.
- International experience is desired. ย
Languages:
- Fluency in English and French is required.ย
- Working knowledge of Arabic is desirable.
- Knowledge of other UN languages is of advantage.
Home based International PPSA holders are responsible for holding a work permit prior to starting the IPSA and valid for the I-PPSA duration.
