FHI 360 seeks a qualified candidate for the position of USAID-Funded Global Health Program Evaluation Analysis Research and Learning (GH-PEARL) Deputy Project Director. Through GH-PEARL USAID aims to provide global technical leadership using a broad range of cutting-edge activities in monitoring evaluation, research, and learning (MERL) combined with knowledge management and knowledge translation. GH-PEARL activities will be conducted in support of USAID efforts to reduce preventable maternal, newborn, and child mortality, advance primary health care; improve coverage and equity of family planning (FP), reproductive, maternal, newborn, child health, and nutrition (RMNCH+N) service delivery; and address emerging challenges including pandemics and climate change. GH-PEARL will also directly support efforts to strengthen the capacity of government entities, local organizations, and institutions to engaged in MERL activities.
Availability of position is contingent upon award to FHI 360 and donor approval of key personnel.
Job Summary:
The GH-PEARL Deputy Project Director will be responsible for the administrative and operational aspects of the GH-PEARL project working closely with the Project Director. This will include the development of standard operating tools, procedures, and systems to improve overall project management, ensure collaboration between global and local partners and between team members, lead the creation and monitoring of workplans, and develop programmatic reports for USAID. The Deputy Director will coordinate with the project team to ensure timely responsiveness to the programmatic needs of USAID and its Missions.
Responsibilities:
- Serves as an aide to the Project Director, provides guidance, strategic support, and quality control on all administrative and operational aspects of the project.
- Manages directly or through delegation the complex day-to-day operations of program/research/technical support, ensuring that key and necessary functions for the organization and partners (e.g., deliverables, reporting, human resource actions) are being carried out accurately and are of excellent quality, within budget and produced on a timely basis.
- Creates a system/tool to monitor project activity implementation and expenditure, ensuring that they are on time and within budget.
- Works with the Financial Director / Administrator to provide timely and accurate financial, programmatic, and other contractual deliverables to company management and donors as required, in collaboration with other team members.
- Reviews and submits all field support workplans and budgets to respective USAID Missions.
- Works with technical staff and the Finance Director / Administrator to prepare and monitor approved budgets for project activities.
- Ensures project is compliant with Unites States Government (USG), USAID, and FHI 360 policy and procedures.
- Provides operational management expertise on decision-making on operational/administrative issues.
- Identifies and supports capacity building efforts for team members.
- Trains team on USG procedures and policies to achieve project and organizational goals.
- Creates or revises statements of work received from USAID Missions.
- Represents the project, as needed.
- Serves as back up to the Project Director and represents FHI 360 on behalf of the Project Director as needed. Recruits, orients, and supervises project staff to support project and ensure the completion of programmatic and workforce planning needs are met and achieved.
Applied Knowledge & Skills:
- Demonstrated project experience in the operations management of USG/USAID funded projects of similar size and scope.
- Comprehensive knowledge of USG polices, rules, and regulations.
- Ability to motivate, influence, and work well with others to achieve company goals.
- Articulate, professional, and able to communicate in a clear, positive manner with clients and team.
- Demonstrated strategic planning, staff development, and capacity building experience.
- Demonstrated experience in leading and managing complex projects that are strategic in nature and international in scope.
- Experience working in an international non-governmental organization (NGO).
- Proficient with applicable USAID and United States Government rules, regulations, and policies associated with international development and NGOs.
Education:
- Bachelor's Degree or its International Equivalent in Business Administration, Public Health, Social Sciences or Related Field.
- Masterโs Degree Preferred
- Project Management Certification preferred.
Experience:
- Typically requires a minimum of 12+ years of USAID or other donors project management experience.
Typical Physical Demands:
- Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
- Ability to sit and stand for extended periods of time.
- Ability to lift/move up to 5 lbs.
Technology to be Used:

The expected hiring salary range for this role is listed below. FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.
Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.
Hiring Salary Range: $125,000 - $185,000
