FHI 360โ€™s Crisis Response team is responding to the humanitarian needs in Northern Ethiopia and the Somali region through an integrated health, nutrition, WASH, and Protection program focused on decreasing morbidity and mortality among the conflict-affected population.

The Deputy Response Coordinator-Operations primary responsibilities are to lead the management of support services for the humanitarian projects at the field level, including the supervising logistics/supply-chain, HR, finance, and administration. This position will ensure that these functions abide by all organizational and donor policies and procedures. Under the supervision of the Response Coordinator, the incumbent will fill a critical role on the senior leadership team in-country, directly supervising operations staff and activities supporting project delivery. Drawing from home office guidance, the position will be responsible for adhering to and standardizing operations and ensuring support services are responsive to the needs of the program. The position offers the opportunity to collaborate with colleagues across departments to identify system needs, process bottlenecks, and to develop unique solutions to enable more timely, efficient, and accountable operations. Additionally, the Deputy Response Coordinator-Operations supports preparedness planning, developing instructional material, facilitating training, and coaching and mentoring staff.

This position is based in Addis Ababa, with expected travel up to 50% of the time to project regions. The position is envisioned for an initial 12-month period, with the possibility of extension.

For international staff based in Ethiopia, FHI 360 provides a competitive salary, danger pay when traveling to designated high-risk regions, premium pay allowance, accommodation, relocation, and regular R&R rotations, which include a roundtrip ticket to designated relief point (or equivalent amount to preferred destination), and a $500 USD lump sum payment.

Accountabilities:

  • Manage finance, logistics, HR, and administration departments across FHI 360โ€™s Crisis Response projects in Ethiopia. Continuously identify bottlenecks and propose solutions with the goal of creating more efficient programming.

  • Participate in design and resourcing (people and funds) of current and new programming that meet the changing needs of the affected communities.

  • Manage Logistics and Supply Chain department, ensure all tasks related to pre-clearance follow local regulations for restricted commodities.

  • Review all logistics and supply chain procedures and identify bottlenecks and develop systemic changes to improve work flows.

  • In coordination with the Ethiopia Country Office, ensure adherence to FHI 360 recruitment policies and HR for local hires. Ensure new staff are effectively onboarded.

  • Ensure regular coordination between Crisis Response-Ethiopia field offices, as well as between/among operational departments.

  • Identify staffing requirements and ensure organizational charts for the ISHI-E III project are up updated quarterly and disseminated appropriately.

  • Manage operations budgets, reviewing monthly expenses for operations departments and providing inputs for accurate forecasting and pipeline analysis

  • Advocate with and/or advise peer agencies, regional authorities, donors and other stakeholders to influence responses to operational issues and challenges to promote delivery of efficient and high-quality humanitarian service.

  • Ensure Ethiopiaโ€™s Humanitarian Projects are compliant with organizational and donor policies; issues out of compliance should be addressed following the appropriate reporting channels.

  • Consult with the Response Coordinator and HQ to troubleshoot issues and make recommendations for corrective actions. Advocate for the required support to the country office and maintain regular contract with HQ counterparts such as the Senior Program Officer, Associate Director, Operations and Programs, Logistics Specialist and Global Procurement Department, HR Business Partner, ISS, and other regional backstops.
