FHI 360 is seeking qualified candidates for the position of Deputy Chief of Party (DCOP) for an anticipated USAID-funded Health Systems Strengthening Activity in Burkina Faso. The activity aims to support the Transitional Government of Burkina Faso to strategically and comprehensively respond to the key challenges facing the countryโ€™s health sector.

Job Summary:

The Deputy Chief of Party will provide technical leadership on the Activity. They will, under the guidance of the Chief of Party and FHI 360 leadership, establish and continually refine technical frameworks, approaches, tools, and activities for that project. They will identify specialized partnership needs, engage qualified partners to ensure technical performance, and oversee their performance. They will support the capacity development of local partners as appropriate. They will monitor all technical aspects of a project from initiation through delivery. They will ensure completion of project technical deliverables are on schedule and within budget constraints. They will manage technical advisors and other staff, and mentor and develop them to ensure technical objectives are met. They will contribute project experience and learning to national and global thought leadership initiatives.

Employment is contingent upon successful award of the project to FHI 360, as well as USAID approval of the finalist.

Accountabilities:

  • Serves as the technical lead in a number of project domain areas.

  • Build a close working relationship with the Government of Burkina Faso and other counterparts.

  • Leads the technical operational and tactical activities for the project.

  • Ensures high quality technical deliverablesโ€”including workplans and annual reportsโ€”are developed, submitted and approved on schedule and within budget parameters.

  • Develops and implements processes and procedures to achieve strategic technical goals of the project.

  • Provides direction to ensure technical activities are compliant with client agreements, government regulations and the organizationโ€™s policies and procedures.

  • Responds to client requests and questions on technical matters and ensures timely drafts and submissions of consents, approvals and/or waivers.

  • Manages the monitoring and evaluation activities of a project including contributing to the finalization and submission of project work plans, performance monitoring plans (PMPs) and quarterly, annual, and other reports.

  • Manages the relationship with all subcontracted organizations on a project on technical matters.

  • Promotes project success by collecting, writing, and distributing success stories, case studies, photos, and outreach at events.

  • Attends informative events related to the subject matter or region of a project to network and learn information that could be valuable to project activities.

  • Supports knowledge management within the project, including the capture and articulation of success stories, best practice and lessons learned.

  • Directs and guides staff with training and developing process improvement initiatives to ensure compliance with company and government standards.

  • Supports performance management and professional development of direct reports including ongoing feedback, coaching and career support.

  • Engages in writing publications and may contribute to developing proposals for new projects.

  • Identifies and consults with executive management on technical recommendations to make better business decisions.

  • Represents the project when the Chief of Party is unavailable.

  • Performs other duties as assigned.
