Position Background

Enhanced Coastal Fisheries in Bangladesh II (ECOFISH II) is an on-going project funded by the United States Agency for International Development (USAID), implemented by WorldFish. ECOFISH II has been built on the previous work of the original ECOFISH-BD project regarding Hilsa shad and other coastal fish production in the Meghna River ecosystem. ECOFISH II is working to reduce the impacts from the influx of over a million refugees on the natural resources and fishing communities along the Teknaf\u2013Cox\u2019s Bazar peninsula. It is also reducing the impact of the Naf River fishing ban on the host communities in Teknaf. ECOFISH II is scaling up lessons learned from the previous project while expanding interventions for improving the livelihoods of fishing communities and enhancing biodiversity conservation in the artisanal fisheries in the coastal areas of the Bay of Bengal (BOB). The ongoing conservation activities in the lower Meghna sanctuaries and the improved management of the Nijhum Dwip marine protected area (MPA) remain as an integral part of the project.

The overarching goal of ECOFISH II is improved social and ecological resilience of coastal fisheries to secure equitable food, nutrition and income benefits for fisheries communities. In line with the results framework of USAID, the specific objectives or Intermediate Results (IRs) and Sub-IRs of the activity are:

IR1: Improved management and governance of natural resources that form the foundation of fisheries. Sub-IR1.1: Improved science outputs for decision-making (ecosystem health assessed; biodiversity assessed and conserved; fisheries dynamics monitored). Sub IR1.2: Improved adaptive co-management and fisheries governance (co-management institutions strengthened). Sub IR1.3: Improved policy support (HFMAP implementation ensured; MPA legal framework formulated; Try-nation (Bangladesh, India & Myanmar) hilsa workshop will be organized to formulate trans boundary legal framework).

To support in achieving the above IRs and Sub-IRs, these consultancy services are expected to be useful, which will ultimately help in achieving the project goal.

About the Position

The major objective of this assignment is to assess the biodiversity that could be affected through the Ghost fishing by discarded nets in the coastal waters of Bangladesh.

Responsibilities

The purpose of the assignment is achieving the specific tasks under Intermediate Result-1 (IR1) related to science for decision making and policy supports components of USAID\u2019s ECOFISH II Activity. The specific purposes for the consultancy services would be quantifying Ghost Fishing that could be happened by the discarded nets in the coastal region of Bangladesh and assessing the impact of the Ghost fishing on the biodiversity.

Review the existing information in the relevant areas of assignment and finding-out the information gaps related to the Ghost fishing by discarded nets. Try to fulfill the information gaps, wherever possible through field trip and stakeholder consultations and short sampling. Quantify the extent of Ghost fishing and its impact on biodiversity in the coastal areas. Produce a comprehensive report and recommend measures to reduce the Ghost fishing and recover biodiversity. Follow the general WorldFish norms, guidelines and practices and any other obligations to be shared by HR of WorldFish.

Deliverables

Consultants need to submit a comprehensive report (soft copy & hard copy), including source of information, methods, outputs and recommendations related to the assessment of the Ghost fishing, its impacts and mitigation measures.


Requirements

This consultancy opportunity is open for National Consultant with the following skills and qualifications:

Minimum Master\u2019s Degree in the relevant fields of coastal & marine resource conservation from an accredited university. Minimum 5 years working experiences in the relevant areas of the Ghost fishing or marine resource conservation. Publication in peer-reviewed journals in the relevant areas would be an added advantage. Demonstrated good report writing skills would be required. Having VAT registration number is mandatory.

Desired Skills and Qualifications

Strong verbal communication skills in both Bangla and English. Proven track record of consultancy with good reporting ability. A positive and can-do attitude towards tasks beyond the job description. Committed and motivated.

Location and Duration

The successful consultant will be based in Dhaka, Bangladesh with some field visits on part-time basis. The selection of consultant will be based on the relevant qualification and experience and the most competitive proposal. The interviews are expected to be held in August 2023 and only shortlisted consultant will be notified and expected to attend the interview. The successful consultant should be available to commence the consultancy contract for a maximum of 30 working days tentatively from 01 September 2023 till 30 November 2023.
