Request for Proposal (RFP) and Terms of References (TOR) for Consultant

1. Objectives

The Tajikistan Evaluation and Analysis Activity (TEAA) seeks to engage a consultant to develop a tool that allows detection of greenhouses in Tajikistan based on geo-spatial imagery and to develop a database of detected greenhouses at minimum two times per year (winter and summer) since 2013 onwards.

2. Specific Tasks

The consultant is expected to perform three main activities: (i) develop a working methodology to detect greenhouses based on geo-spatial imagery. For this task, the consultant can use QGIS or ArcGIS software, or another software if strongly suggested to do so. TEAA does not have maps or images ready available for this purpose, so the consultant is expected to also determine which images are most suitable for this purpose, and to ensure access to those images to himself as well as to TEAA. The consultant can create the database using PostgreSQL or suggest other appropriate software.

(ii) the consultant should write up a report and prepare all necessary handover materials to ensure reproducibility of his/her results. The report should include details of the methodology used, including also limitations of the study (e.g. expected error margins). In attachment or as supplementary material, the consultant should provide a .csv file containing all data points of the detected greenhouses (even if a database is also created, as suggested in (i)). The consultant should also prepare a powerpoint presentation that demonstrates the findings (i.e. changes in number of greenhouses over time).

(iii) the consultant should provide training and guidance to TEAA staff related to the methodology developed, and to ensure that TEAA staff can further apply the methodology to similar imagery in upcoming years for greenhouse detection.

3. Timeframe

The consultant is requested to start as soon as possible. A draft presentation and report should be ready by end of June 2024. Final report should be delivered no later than August 15, 2024.

4. PROPOSAL

With this announcement, interested individuals or companies are requested to submit a technical and financial proposal to be considered by IFPRI. Proposals should be submitted by December 21.

5. SELECTION CRITERIA

Consultants or consultant firms will be selected based on their experience using geo-spatial images, artificial intelligence, and familiarity with the context and topic.
