IFPRI is seeking an individual to facilitate climate change stakeholder mapping workshops in Dakar, Senegal. This consultancy is open to applicants based in Senegal only.

Background:

The Gender, Climate Change, and Nutrition Integration Initiative (GCAN), led by International Food Policy Research Institute (IFPRI) is organizing a stakeholder mapping workshop to be held in Dakar, Senegal in June 2024 (date negotiable). Participants at the workshop will be led through a series of interactive exercises, using the Net-Map method, to identify and understand how various actors are involved in designing, implementing, and monitoring climate change policies, investments, and interventions in Senegal. The workshop will take one full day.

The role of the consultant is to identify key stakeholders who should be invited to the workshop and to facilitate the preparations for the event (i.e. following up with invited participants as needed). The consultant will also be responsible for reviewing and providing feedback on the Net-Map protocol (already drafted) for the workshop (and the longer Net-Map guidelines to become familiar with the method), and agenda. Immediately prior to the workshops, the consultant will meet with IFPRI project staff to finalize workshop preparations. During the workshop, the consultant will be responsible for leading discussions related to 1) identifying actors involved in implementing and monitoring climate actions and their role, 2) the linkages between identified actors, 3) level of influence of the actors, and 4) potential for better integration of gender and nutrition in climate change policy processes. The consultant will also contribute to the workshop proceedings which will feed into a discussion paper on the results of the workshop.

Duration: Receipt of signed contract – August 2024

Level of Effort: We expect the consultancy to cover 10 days of work including the day of the workshop.

Deliverables:

Del#1: Contribute to workshop preparation (5 days)

Develop lists of participants to be invited to the workshop. The goal is to have 10-15 participants at the workshop. Selected participants should have knowledge of the institutional landscape related to climate adaptation and mitigation policies and action. Follow up with invited participants to confirm their participation in the workshop. Written comments on the protocol/guidelines and agenda for the Net-Map workshops at the national and county levels

Del#2: Workshop facilitation and reporting (5 days)

Work with IFPRI-GCAN team to prepare for the workshop Provide facilitation during the workshop Provide input as needed to the report on the results of the workshop (e.g. background information on the key actors identified in the workshop, background information on climate, nutrition, and gender programs and policies in Senegal), and Contribute to a research paper on the results of the Net-Map workshops

Qualifications Needed:

Familiarity with research on gender, climate change, and food security/nutrition Understanding of policy and institutional landscape in Senegal related to climate change, gender and nutrition Familiarity with monitoring frameworks for climate, gender and nutrition policies, investments, and interventions Experience facilitating qualitative, participatory workshops Experience conducting institutional landscape and stakeholder analysis Advanced degree in the social sciences (masters or above) Fluency in French

Preferred Qualifications:

Publication record on gender, climate change, and nutrition issues Experience or training in the Net-Map method of stakeholder analysis Experience with software for social network analysis Fluency in English
