What we are looking for

NRC is looking for a Consortium Monitoring and Evaluation Adviser to join the Bangladesh mission. This position will be working as part of the Protection Consortium Coordinating Unit, that is led and hosted by NRC.

Within NRC, the role holder will support programme and organisational learning, as well as oversee the development and implementation of impact research projects and evaluations. Within the Protection Consortium Coordinating Unit, the role holder will provide monitoring and evaluation, and quality assurance support to the Consortium members.ย

Monitoring, Evaluation, and Learning systems, procedures, guidelines, and toolsย development and implementation.ย  Evidence and Learning Planย development and implementation, and the delivery of evaluations. What you will bring

Advanced degree. Monitoring, Evaluation, and Learning, and grants managementย experience preferably in an emergency or post-conflict setting. Principles and approaches to monitoring and evaluation in relief and development programs expertise. Research projects and evaluations direction. Quantitative and qualitative methods direct experience. Consortia activities and partnerships experience and understanding. Complex and volatile context exposure. Bangladesh, and Rohingya Refugee camps, contextย exposure and knowledge, pertaining to displacement and humanitarian needs. English and Arabicย fluency, both written and verbal.

What makes this position attractive?

This position will be working as part of the Protection Consortium Coordinating Unit led and hosted by NRC. NRCโ€™s Monitoring, Evaluation, and Learning Unit is responsible for establishing and implementing systems to promote evidence-based decision-making, programme and project performance, and internal management. This is an opportunity to work with the consortium-led organisation and be the liaison for a diverse array of INGO organisations.ย  The opportunity to work in the steadily growing NRC mission of Bangladesh that has scaled up since inception in 2018 to respond to the Rohingya influx, and that has an increasingly growing portfolio and funding. NRC interventions are used to increase the acceptance of humanitarian assistance amongst Rohingya and Bangladeshi populations. In addition to the existing Rohingya refugee response, NRCโ€™s integrated activities are addressing the impacts of displacement from climate change in Coxโ€™s Bazar, in the North-East, and in the South-West parts of Bangladesh. As of 2022, NRC is working to respond to severe floods in Sylhet. Bangladesh is one of the worldโ€™s most disaster-prone countries while also hosting nearly 1 million Rohingya refugees. This is considered a protracted emergency in which displacement and recurrent climate disasters combine. Meaningful work that responds to the diverse needs, priorities, and concerns raised by beneficiary communities. The current context is set against a backdrop of continued conflict in Rakhine State, steady attenuation of humanitarian access, and political pressure to repatriate refugees. This is characterised by multiple localised emergencies adversely affecting communities and populations with low levels of resilience, high vulnerability, and acute poverty. Coxโ€™s Bazar, Bangladesh duty station. 12-month contract duration (renewable, subjecting to funding, performance, and requirements). 30% travel, approximately.
