Introduction
The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their people.

Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies. It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change.

Since its establishment, the GCF has approved 216 projects in 129 countries and has committed USD 12.0 billion in climate finance. In addition, it has built up an extensive program to support developing countries to identify their needs, in particular, those who are most vulnerable to climate change impacts.

Position Objective
Under the overall guidance of the Chief Risk and Compliance Officer, and the direct supervision of the Compliance Manager, the Compliance Specialist, Integrity and AML/CFT will play a key role in developing, implementing and maintaining the Secretariatโ€™s AML/CFT and related due diligence framework pertaining to the GCFโ€™s operations. The Specialist will further develop and manage the implementation of the Compliance Risk framework, represent Compliance in policy formulation and legal agreement reviews as well as collaborate with the Independent Integrity Unit on integrity policy framework matters. In addition, the Specialist will be responsible for providing subject matter expertise in the development and conduct of periodic institutional compliance and AML/CFT risk assessments. The Specialist will also contribute to the GCFโ€™s knowledge management on the compliance and integrity risk implementation as and provides supports the development of internal and external stakeholder capacity on related safeguarding.

Purpose

  • Draft or revise policies, guidelines and procedures to reflect best practice standards aligned with GCFโ€™s business model and risk profile taking into account anticipated implementation challenges and resource needs.
  • Develop and conduct periodic institutional compliance and AML/CFT risk assessments to ensure effectiveness of compliance systems and controls.
  • Identify training needs of internal and external stakeholders in GCFโ€™s operations and create training plans to address capacity building gaps.
  • Develop, and continuously review, knowledge products focused on appropriate management of compliance-related risks in GCF financed activities.

    Engagement

    • Represent the Compliance team in external engagements, including serving as focal point for legal agreement review and negotiations.
    • Provide risk identification/mitigation guidance as subject matter expert during funded activities development and implementation to ensure sound application of appropriate compliance-related safeguarding of integrity risks.
    • Advocate for robust implementation of Compliance-related policies and foster broad based collaboration and synergies with internal/external stakeholders to promote a compliance culture.

      Delivery

      • Evolve compliance framework, procedures and processes, synthesizing lessons learned and best practice in order to continuously improve impact and efficiency.
      • Advance measures for conducting effective due diligence, monitoring and other compliance related activities within the GCF Project Cycle, including through the utilization of technology, and periodic institutional compliance risk assessments.
      • Deliver related stakeholder awareness training and capacity building programs to enhance delivery of quality throughout the project cycle.
      • Devise and update processes and tools, to improve and maintain responsiveness to GCFโ€™s evolving portfolio and compliance-related risk profile.

        Requirements (Education, experience, technical competencies required of the job)

        • A postgraduate university degree (masterโ€™s degree or equivalent) in Social Sciences, Law, Compliance, Risk Management or cognate disciplines is required.
        • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of a postgraduate university degree.
        • A minimum of 9 years progressively responsible experience in designing & managing implementation of AML/CFT controls and/or integrity due diligence is required.
        • At least 7 years demonstrated experience in drafting compliance/integrity policies, guidelines, and procedures in a global financial institution, multilateral development bank or international development organisation is required.
        • Experience developing training & customized in-house due diligence technology tools is an advantage.
        • Professional certification in financial crime prevention (CFE/CAMS or similar) is desirable.
        • Excellent written and oral communication skills in English is essential for this position. Knowledge of another United Nations language is desirable.
