This position is based in the NDC Partnership office in Bonn, Germany, requiring a few days per week in the office. WRI is unable to sponsor any visa work sponsorship for this position. About the Program: The NDC Partnership is a global coalition of countries and institutions collaborating to drive transformational climate action through sustainable development. In 2015, the world endorsed the Paris Agreement and the 2030 Agenda for Sustainable Development. Nations signal their commitments to the Paris Agreement through Nationally Determined Contributions (NDCs) - each countryโ€™s strategy to cut its own greenhouse gas emissions and build resilience against the negative effects of a changing climate. The Partnership advances the goals of the Paris Agreement by bringing together more than 200 countries and institutions in new ways to accelerate NDC implementation and enhance ambition over time. The Partnershipโ€™s work through 120 partners supporting more than 90 countries produces many examples of impact, lessons learned and ideas for the future. The Partnership is governed by a Steering Committee, co-chaired by two country representatives. Hosted by WRI, the UNFCCC Secretariat, and UNOPS, the NDC Partnership has members in all regions of the world, with staff in Washington DC and Bonn, Germany. Job Highlight: Mobilizing and deploying climate finance at speed and scale is critical for achieving the Paris Agreement and the Sustainable Development Goals. To date, the level of finance mobilized is below existing and projected needs, especially in developing and vulnerable countries. At COP 26, the UK COP Presidency launched the Taskforce on Access to Climate Finance, a collaboration between climate-vulnerable developing countries and climate finance providers. The Taskforce is co-chaired by the Governments of the UK and Rwanda and is supporting country-led trials in seven developing countries1 to identify and implement solutions to improve access to climate finance. The trials are working towards a coordinated and longer-term climate finance approach aligned with national priorities. These trials are generating experiences that can inform countries across the globe to improve access to finance. At COP 28, the NDC Partnership and the Government of the United Kingdom launched a new knowledge centre to support the dissemination of learning from the Taskforce's work in country. The Centre will be the Secretariat of the Taskforce and will collect and disseminate evidence from the Pioneer Country trials and gather and share lessons learned between climate-vulnerable countries to help develop new solutions, scale-up successes and advance global agenda on improved access to climate finance. The Centre will be hosted by the Support Unit of the NDC Partnership and its work will be embedded into the Finance work of the Partnership. Under the guidance of the Head of Climate Finance, the Climate Finance Associate will manage all activities and deliverables of the Centre, including managing the secretariat function, exchanges with Taskforce members and organization of different convenings and events, developing analytical products, developing and implementing the Centreโ€™s Monitoring and Evaluation Framework, and elaborating Annual Reports and a series of outreach and communication materials. You will report to the Head of Climate Finance as anchor manager and the Knowledge and Learning Director as outcome manager.   • Scope and manage the development of a series of policy briefs, with targeted actions, to support climate finance providers and recipients in implementing the Taskforce Principles and Recommendations in collaboration with global experts
  • Manage the development and implementation of a monitoring framework and a data collection tool to set the baseline and measure progress made against the Taskforce Principles and Recommendations for both climate finance providers and recipients
  • Lead the development of reporting materials, such as Task Force Annual Reports, updates on the Taskforce for the Steering Committee Meetings and other uses, amongst others
  • Develop and implement a strategy to disseminate the learning from the Centreโ€™s work
  • Prepare communication materials (e.g. blog posts, talking points, presentations decks, brochures, insights, op-eds, and other online and offline communications materials) on the Centreโ€™s work and for the Centreโ€™s website
  • Provide information and regular updates on the Taskforceโ€™s work through the NDC Partnershipโ€™s website and social media
  • Share lessons learned and provide specific recommendations on how the lessons learned and best practices from the Taskforce can be incorporated into the Support Unitโ€™s work and mainstreamed into the work of the Partnership
  • Manage consultants, service providers, and staff as needed to help implement main tasks
  • Contribute to other activities related to the Partnershipโ€™s work on finance Strategic engagement and convenings (40%)
    • Lead the design, organization, reporting, and follow-up of different convenings, including:
      • Peer exchanges among Pioneer Countries, other relevant countries, and experts on progress, common challenges, and solutions to increase the access to climate finance
      • Roundtables with donors and implementing partners to exchange learning and experiences on effective support models piloted through the Pioneer countries
      • Regional and global knowledge exchange among NDC Partnership members and beyond to discuss best practices, amplify learning and insights from the Taskforceโ€™s in-country work
      • High-level events to spotlight and disseminate the main insights from the Taskforce work
      • Bi-annual virtual Taskforce Advisory Group meetings with all Taskforce members
      • Coordinate efforts to link the Centreโ€™s work with Country Engagement work and Knowledge products
      • Regular check-ins between the Support Unit, the Taskforce Co-Leaders, and the FCDO program team. What will you need:
        • Education: You have completed a masterโ€™s degree social or natural sciences or related area. Two additional years of professional experience are accepted in lieu of an advanced university degree
        • Experience: You have 10 years of full-time work experience, including in climate change and sustainable development in the public or private sectors in developing countries, with a special focus on access to climate finance, institutional coordination, and donor engagement
        • Experience in managing the development of knowledge products and high-profile reports to inform decision-making
        • Experience in project/program planning and implementation and resource mobilization in topics related to climate change and sustainable development
        • Experience in multi-stakeholder initiatives, and management of relations with government officials, donors, and international organizations
        • Experience organizing convenings, events (virtual and in-person), and others on topics related to climate change and climate finance
        • Experience in Climate Finance and sustainable development projects, including the origination, development, implementation, and evaluation of programs and projects as an asset
        • Experience in managing and implementing solutions and navigating complex projects
        • Strong computer skills and experience in Microsoft suite, database management, cloud- and web-based communications, with advanced Excel skills
        • Excellent writing, editing, and communication skills, evidenced through past roles and deliverables.
        • Proven moderation and coordination skills in the context of multi-stakeholder initiatives
        • Languages: Verbal and written English proficiency. Ability to work in French, Spanish or Arabic would be an assetRequirements: Candidate should be eligible for a working visa in Germany and will be responsible for applying to the appropriate permit.
