The position contributes to this goal by supporting the finance and accounts function in the Ukraine Response Emergency area by ensuring efficiency, effectiveness and value for money transactions.

Accountabilities

Assessment and Programme Development

  • Lead the development of the CP country programme and strategy, including the development of child protection programs in line with Plan Internationalโ€™s guidelines and Minimum Standards for Child Protection in Humanitarian Action.
  • Develop program interventions that consider short-term and longer-term programming to respond to the evolving needs of children and adolescents from Ukraine and other vulnerable children.
  • Ensure CP programmatic and advocacy related activities are results-oriented and respond to needs identified in CP needs assessments.
  • In collaboration with partners and other child protection stakeholders, conduct additional in-depth CP needs assessments as needed to capture changing CP needs and inform program design and advocacy.
  • Work collaboratively with Planโ€™s other thematic sectors and cross-cutting areas, including education, gender and inclusion, SRHR to ensure that CP programming is coordinated and integrated whenever possible.
  • Work closely with the Business Development Manager and Partnerships Manager on resource mobilisation, including the development of quality concept notes, proposals, and donor engagement.

    Technical Support and Programme Implementation

    • Ensure that there is effective planning, implementation, and coordination of inclusive child protection programming, that addresses the key child protection needs.
    • Work closely with the rest of the Plan International Poland team to ensure that the implementation of relevant activities is planned and implemented in a phased and prioritised manner, in full consultation and coordination with all relevant agencies.
    • Provide technical guidance and direction to Plan International Poland for effective planning, implementation and monitoring of the agreed child protection plans.
    • Conduct programme visits to monitor the implementation of activities, identify opportunities and constraints and any adjustments that are needed.
      • Capacity-Strengthening and Technical Resources
        • Oversee overall CP capacity-strengthening plans for national partners, including developing of co-learning strategy.
        • Develop, adapt and contextualize tools and guidance on CP in line with global inter-agency standards and tools and Plan Internationalโ€™s guidance and technical resources.
        • Develop, adapt, and ensure harmonization of CP training packages, including content related to life skills and parenting curriculum, unaccompanied and separated children, child survivors of SGBV, case management, community-level child protection, and anti-trafficking.
        • Deliver trainings to partners and other stakeholders.

          Partnerships

          Monitoring, Evaluation, Reporting and Learning

          • Work closely with the MERL to design and develop appropriate monitoring, evaluation and learning systems for CP interventions, and promote childrenโ€™s safe participation.
          • Evaluate the implementation of CP programs and draft recommendations for improved programme design.
          • Disseminate learnings as appropriate among Plan International staff, partners and other stakeholders, in close collaboration with Planโ€™s CP & MHPSS Specialist in the Ukraine Hub.

            Supervision and Management

            • Develop workplans, assess capacity-gaps, and conduct performance reviews CP-related technical positions.
            • Conduct partnership scoping exercises to identify new opportunities for programming in the child protection response.
            • Conduct regular supervision, coaching, and co-learning sessions for CP-related technical positions. This includes regularly organizing joint visits to project sites and organizing strategy and review sessions for team members and partners.
            • Support recruitment and resource mobilization for additional staff positions as necessary.

              Coordination and External Representation

              • Represent Plan International at external working groups and cluster meetings, including the Protection Cluster and Child Protection Sub-Working Group, and ensure collaboration and network with peer organisations.
              • Represent Plan International to governmental and non-governmental groups as needed.
