The Opportunity
The Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria has approved Mali's funding request for the continuation of the HIV and TB grant and Health System Strengthening (HSS) in Mali for the period January 2024 to December 2026. Plan International Mali has been appointed by the CCM of Mali in collaboration with the Global Fund as the CoPR of the HIV/TB grant together with the Sectoral Unit against HIV/AIDS, Tuberculosis and Malaria (CSLS-TBH) and is recruiting the Chief of Party.
The Chief of Party is responsible for the overall coordination and management of all programmatic and financial aspects of the grant in accordance with approved documents, as well as the policies and procedures of Plan International and the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria. These documents include the approved grant contract signed by the various parties, the monitoring and evaluation plan, the performance framework, the procurement and supply management plan, the detailed budget and the work plan. He/she is responsible, in collaboration with his/her team, for drafting detailed work plans for the grant and for project staff. The Chief of Party works closely with the Sectoral Unit against HIV/AIDS, Tuberculosis and Malaria as well as with the Directorate General of Health (DGS) of the Ministry of Health and Social Development (MSDS) as well as the Regional Directorates of Health for a concerted and collaborative management of the grant. Likewise, he/she collaborates with the Country Coordinating Mechanism (CCM), the Global Fund Secretariat through its Senior Portfolio Manager (FPM), the Local Fund Agent (LFA), Plan International Regional Office (WACAH) and Plan International Canada as a strategic technical partner in the implementation of the grant.
He/she ensures coordination and open communication with the CoPR, the DGS and the Regional Health Directorates (DRS) as well as with the other PRs of the HIV/TB/RSS grant namely the Health System Strengthening Implementation Unit (UMRSS), ARCAD Santรฉ Plus and all the different key stakeholders involved in the implementation of the program.
He/she also coordinates with the various HIV stakeholders. These stakeholders mainly include the three PRs of the grant, the CCM as well as civil society organizations, groups or associations of people living with HIV, key and vulnerable populations to the 3 diseases, communities, bilateral and multilateral agencies, the Global Fund through its Senior Portfolio Manager, the LFA, the High National Council for the Fight against AIDS (HCNLS), the Directorate General of Health of the Ministry of Health and Social Development, and all other partners involved in the fight against HIV/AIDS and Tuberculosis in Mali.
Do you have what it takes?
- Be a physician and hold at least a master's degree in public health;
- Good knowledge of French and English โ oral and written
- Have at least 10 years of work experience managing complex health projects in complex contexts.
- Proven practical experience in managing Global Fund grants in multiple countries.
- Proven negotiating and judgmental skills.
- Ability to build relationships with high-level government officials and other partners.
- Have extensive experience in the management of health programs/projects in general and HIV/AIDS and TB programs funded by international partners such as the Global Fund, AIDS, Tuberculosis and Malaria in particular;
- In-depth knowledge of issues related to HIV and TB transmission, prevention and treatment, strategies to reach key populations and influence policy in these areas.
- Have extensive experience in the management of institutional support projects for decentralized State Agencies in the context of the regionalization of the Global Fund grant implementation.
- Good knowledge of issues, trends, challenges, opportunities and implications for institutional support and decentralization of Health Services,
- Work in tandem with CSLS-TBH in setting and achieving objectives;
- Demonstrated experience as a development professional in planning, implementing, monitoring and evaluating programs and managing a technical support pool;
- Knowledge of effective participatory M&E systems;
- Knowledge of strategic planning processes;
- Knowledge of financial management systems;
