The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their people. Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies. It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change. Since its establishment, the GCF has approved 192 projects in 123 countries and has committed USD 10.1 billion in climate finance. In addition, it has built up an extensive program to support developing countries to identify their needs, in particular, those who are most vulnerable to climate change impacts. Position Objective
The Chief Administrative Officer (CAO) is responsible for the management of the ICT, Procurement, Events and Travel, Security and General Services departments of the Secretariat. S/he will be directly responsible for managing, planning and implementing all administrative-related activities of the Fund and play a critical role in the Fundโs ability to scale.
Duties and responsibilities
Purpose
-
Lead a team of approximately 33 staff and provide oversight in the efficient and timely delivery of services around information and communication technology, procurement and supply chain, corporate security, general services, events management and travel;

Lead effective administrative strategies and institutional initiatives to ensure consistent, agile, and efficient operating platform and policies and in support of the speed of growth and demand of the Fund;

Develop, implement and monitor budget and work plans taking into account appropriate resource requirements and transparency of expenditure;

Drive digital and data strategies as part of an increasingly complex programming portfolio and institutional demand and vision of the Fund;

Manage key external relationships and networks to ensure continual improvements and best in class processes and policies.
Engagement

Advise the CFO/Director DSS on all matters pertaining to the delivery of administrative support services to all divisions of the Secretariat;

Liaise with divisions on challenges that pose interruption to administrative services management;

Build alliances across and maintain strong relationships with senior staff to identify institutional needs, improvements and development of business solutions;

Establish and maintain relationships with senior members of host country agencies for all administrative matters.
Delivery

Contribute to capacity building of stakeholders through lessons learned and knowledge building;

Oversee technology roadmap to develop scalable, flexible, and sustainable infrastructure for the growth of the Fund.
Required experience and qualifications*

Masterโs Degree in Business Administration, Public Management, International Relations, or related fields, or a relevant Bachelorโs degree with an additional 2 years of relevant work experience.

At least fifteen (15) years of progressively responsible work experience in administrative services, supply chain, general services, ICT and management in similar organizations, in an international setting.

Experience in leading and managing large and diverse teams.
