Position Overview

Pact is part of the consortium implementing the MOMENTUM Country and Global Leadership project, a five-year global funded USAID project to provide targeted Maternal Newborn Child Health, Family Planning and Reproductive Health (MNCH/FP/RH) and Technical and Capacity Development Assistance to countries to facilitate countriesโ€™ journeys to self-reliance. MOMENTUM aims to contribute to global technical leadership and learning, and USAIDโ€™s policy dialogue for achievement of global MNCH/FP/RH goals through support to globally endorsed MNCH/FP/RH initiatives, strategies, frameworks, guidelines, and action plans.

Pact is contributing to a 3-year MOMENTUM buy-in in Cรดte dโ€™Ivoire that will increase, in the selected underserved areas, the accessibility, quality, and use of proven interventions that fundamentally improve womenโ€™s health as well as that of their newborn infants and children. The activity is expected to build on past MCH and FP/RH efforts that have proven successful in Cรดte dโ€™Ivoire, to complement ongoing MCH and FP/RH interventions, and to take advantage of USAIDโ€™s strong district level presence by coordinating with HIV/AIDS and malaria efforts in ways that optimize inputs and health outcomes.

The Capacity Development Officer will support capacity development project activities in Cรดte dโ€™Ivoire and contribute to technical project components. The CD Officer will focus efforts on ensuring adequate capacity is developed among several local partners by using Pactโ€™s approaches, including the Integrated Technical and Organizational Capacity Assessments (ITOCA), Organizational Performance Index (OPI) and others. They contribute to the quality design and delivery of the programโ€™s CD activities and ensuring that these are implemented in compliance with all donor, consortium, Pact, and project-specific policies. The position will conduct regular monitoring with each local partner.

Key Responsibilities

  • Deliver high-quality technical and organizational capacity development activities for selected partners, in areas such as Governance, Financial and program Management, Procurement, Gender Integration, strategic information, sustainability, and more.
  • Provide technical support to local partners in the implementation of change action plan (CAP)
  • Work collaboratively with consortium partners in Cรดte dโ€™Ivoire to implement programming
  • Work with Pact team to learn and apply CD tools including ITOCA, OPI and action plans with partners in Cรดte dโ€™Ivoire, ensuring high-quality through participatory methodologies, co-creation, and contextualization, as per Pactโ€™s capacity development overarching principles, approaches, and tools
  • Contribute to the development of materials and processes for topics identified for capacity development of partners, including training, mentoring, coaching, peer learning and other methods
  • Provide support to Pactโ€™s Capacity Solutions Platform (CSP) for partner organizations and encourage partnerโ€™s data-driven decision-making through training, mentoring and coaching on the CSP and CD data analysis
  • Remain up to date with latest methodologies, best practices, and donor requirements and ensure that the project capacity development efforts are consistent with the best practices of the industry
  • Ensure flexibility and high quality of the capacity development support provided to partners
  • Contribute to the production of success story and lesson learned

    Management and coordination support

    • Contribute to the development of annual work plans, CD activities and program reporting
    • Coordinate with stakeholders in all aspects of activity planning, implementation, and monitoring and learning
    • Attend and contribute to relevant MOMENTUM working groups, meetings, and workshops

      Basic Requirements

      • BA with 5+ years or MA with 2+ years of experience in global development, public health, organizational development, or related fields
      • Experience in implementing technical and organizational capacity building programs
      • Experience in facilitation, CD approaches and methods relevant to capacity development, including training and mentorship
      • Demonstrated flexibility, adaptability, and the ability to perform and collaborate in a fast-paced environment
      • Ability to work independently and in collaboration with a consortium of partners to produce timely and high-quality results
      • Experience implement USAID programming
      • Fluent (writing and speaking) in French
