Position Overview
The ACHIEVE OVC Technical Director plays a significant role in directly contributing to the projectโs success by overseeing the delivery of lifesaving OVC services. The director will ensure technical quality of service provision for Children and Adolescents Living with HIV (C/ALHIV), HIV-exposed infants, HIV-poistive caregivers, and pregnant and breasfeeding women. The OVC Technical Director will provide expert guidance in the design and delivery of case detection, enrollment in ART, adherence, and viral load suppression. As well, the director will be responsible for overseeing the technical quality of services provided by subawardees in four other provinces in South Africa. S/he will be responsible to ensure that all activities are in line with ACHIEVEโs program approach, USAID requirements, and Pactโs organizational policies and procedures.
The OVC TD will also contribute to writing progress reports, thought leadership, and project representation.
Key Responsibilities
Provide technical direction, support, and supervision for ACHIEVEโs lifesaving OVC programming in KwaZulu Natal Province toward achieving targets by provision of quality services.
Establish and maintain close coordination and decision-making with ACHIEVE teams in KZN, Pretoria, and Washington, DC.
Establish oversight mechanisms for subawardees, with regular in-person monitoring.
Oversee ACHIEVEโs OVC service delivery in focus districts, including mentoring staff.
Ensure efficient use of resources through appropriate organization of work and distribution of tasks and responsibilities, in collaboration with the supervisor.
Lead regular OVC-focused meetings to review technical activity and service delivery progress, operational issues, and project management needs.
Contribute to the development of project workplans and monitoring and evaluation plans.
Align work with the ACHIEVE project technical approach, objectives, workplan, and MEL Plan.
Update, monitor, and maintain relevant manuals, training materials, and reports for project interventions.
Organize and run supportive supervision meetings.
Work closely with the projectโs MEL team to regularly review, analyze, and monitor the projectโs status in implementing OVC activities and undertake corrective measures.
Develop and adapt project support tools, procedures, advanced guidelines, and other lifesaving OVC technical resources.
Participate in weekly check-in calls with USAID and prepare staff to present.
Contribute to the development of ACHIEVE project reports, including SAPR, APR, and technical deliverables for submission to USAID at the country and/or global level.
Engage with treatment partners to ensure the sharing of clinical reports.
Travel frequently, including extended trips within the country, as necessary.
Contribute to Pactโs thought leadership pieces.
Basic Requirements
Masterโs degree and 9+ years of relevant experience, or an equivalent combination of education and experience, including 5 years of management experience.
Experience in writing Semi-Annual and Annual Progress Reports for USAID.
Experience in writing work plans for USAID projects.
Preferred Qualifications
- At least 5 years of experience working in South Africa.
