Department Innovation - Pact has a dedicated innovation practice for finding and scaling solutions to social problems in the form of products, processes, and wider business models with a focus on human centered design. Pact has several methods to facilitate idea generation from an online Innovation Marketplace on its social intranet system called Mosaic to an in-country innovation workshop that uses Human-Centered Design (HCD) to tease out new ideas. Pact exists to help create a world where those who are poor and marginalized exercise their voice, build their own solutions and take ownership of their future. The Innovation team contributes to realizing this by: โข Creating enabling environments for innovation to thrive in Pactโs country offices and HQ. โข Providing technical assistance to internal departments, country offices, and projects through project development and innovation methodologies. โข Building internal innovation assets: capacity building in country offices through curriculum development and implementation; sourcing internal innovations and seeking innovation funding opportunities; facilitating knowledge sharing across Mosaic and other platforms. โข Business Development: contributing to pre-positioning and proposal development with the Opportunity Development team and building external innovation partnerships. โข Thought-leadership; participating in the innovation in development conversation by attending events, hosting meetings, and making relationships with potential partners and donors.
Position Overview
Pact seeks a Capacity Development Advisor for the U.S. Department of State (DOS), Bureau of Democracy, Human Rights, and Labor (DRL) funded program titled, โDRL Capacity Strengthening for Regional and Grassroots LGBTQI+ Civil Society in East Asia and/or the Pacific.โ The program aims to strengthen the organizational capacity of regional civil society organizations (CSOs) advancing respect for the human rights of lesbian, gay, bisexual, transgender, queer, and intersex (LGBTQI+) persons in East Asia and/or the Pacific. This is anticipated to be a two to three-year project with the possibility of an 18-month extension. This position is contingent upon award and can be based in Cambodia, Indonesia, Thailand, or the USA. Only candidates eligible to work in these countries will be considered. International allowances are not available.
Key Responsibilities
The Capacity Development (CD) Advisor will be responsible for implementation, coordination, and administration of the CD activities for the project. The CD Advisor will provide technical leadership and oversight to the capacity development strategy for institutional strengthening of the local partner organizations under the project in order to advance movement sustainability and effective administration and implementation of regional human rights programming.
Reporting to the Chief of Party, this position can be based in either Cambodia, Indonesia, Thailand, or the USA, and it involves strong coordination among multiple regional partners at differing levels of maturity and development, as well as collaboration with the Chief of Party and backstopping teams in Washington, D.C. to develop, modify and monitor programming elements. The CD Advisor will further be responsible for representing Pact and liaising with other relevant stakeholders which may include government officials, other allied civil society organizations (CSOs), and diverse communities in the Activityโs areas of operation.
Specific duties are responsibilities:
Lead in the design and implementation of capacity development technical approach and specific activities for regional partners in the project, ensuring a highly adaptive and inclusive programmatic approach.Determine the appropriate diagnostic tools to employ amongst the regional organizations, and lead in their adaptation. This may include the Integrated Technical Organizational Capacity Assessment (ITOCA), Organizational Performance Index (OPI), and Network Analysis.Oversee the development of Change Action Plans (CAPs) for regional partners and lead the implementation of capacity development activities, including provision of trainings, mentoring and coaching, and facilitating peer-learning and other learning methodologies.Manage and coordinate the implementation of activities, in close collaboration with the Chief of Party, including monitoring potential risks and actively engaging on mitigation measurements.Lead the monitoring, evaluation and reporting of the outputs and outcomes of CD interventions, per the monitoring and evaluation plan.Manage a participatory feedback loop with regional partners to ensure CD interventions meet expectations, are of high quality and to monitor any potential unintended consequences.Contribute to the ongoing adaptation and application of gender and inclusion analysis in concert with regional partners. Ensure that the project meets stated goals, outcomes, benchmarks, and reporting requirements and effectively ensures sustainability.Support the COP with technical oversight of sub-grants, with support from designated grants and finance staff.Basic Requirements
Masterโs degree and 8+ years relevant experience or equivalent combination of education and experience. Alternatively, Bachelorโs degree plus 10 years of relevant experience in relevant field.Demonstrated flexibility, adaptability, and the ability to perform and collaborate in complex and politically sensitive environments. Experience in capacity development projects, including experience working in community mobilization and civil society development under USAID or other DRL programs.Demonstrated prior work within East Asia and the Pacific and in partnership with LGBTQI+ organizations.
Previous experience working on USG-funded civil society strengthening programming in East Asia and the Pacific.
Knowledge of USG rules, regulations and policies
Demonstrated leadership and management skills.
Demonstrated track record of successfully building and effectively managing capacity strengthening strategies and plans among diverse partners in an inclusive way.
Demonstrated ability to work in complex environments, and work with and between different stakeholders, including local organizations, government institutions, private sector entities, and US Government agencies. Demonstrated skills in problem solving and consensus building.
Fluency in English
Ability to travel within the East Asia and Pacific region.
