The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger. It does so by investing in rural people. IFAD finances programmes and projects that increase agricultural productivity and raise rural incomes, and ย advocates at the local, national and international level for policies that contribute to rural transformation.
OPV is the Office of the President and Vice-President of IFAD and supports the President and Vice-President in their daily work as well as their strategic endeavours. It oversees the Corporate Services Support Group (CSSG). It works closely with all IFAD member states, the two Rome-based agencies as well as other UN agencies and multilateral development banks.ย
Job Role ย
The incumbent plays a role in providing analytical support and technical backstopping to senior executives as well as to Special and Senior advisors in OPV. They will analyse initiatives and proposals on policy matters and corporate initiatives and prepare contextual information materials. They will analyse and monitor political developments, financial trends, emerging issues and innovative solutions that are relevant for IFADโs business and financial model.ย ย
The incumbent will work under the direct supervision of Chief of Staff and Director, OPV.ย
Key Functions and Results ย
The incumbentโs core duties/responsibilities will include the following:ย
Strategic support to Senior Management in OPV:ย
Review analyse and propose options on policy matters and corporate initiatives, and prepare summaries and analytical briefs on contextual information materials.ย ย ย
Identify, analyse and monitor political developments, financial trends and emerging issues relevant for IFADโs business model, and provide inputs on issues to senior executives and OPVโs Special and Senior advisors.ย ย
Review and analyse economic/financial, and other documents submitted for the President and/or Vice-Presidentโs approval.ย
Prepare briefs, analyses and position papers on various subjects, as needed.ย
Foster take-up and implementation of innovative and collaborative ways of working within OPV and among Senior Management.ย ย
Support the Chair of the Operational Strategy and Policy Guidance Committee (OSC):
Support the Chair of the OSC in their role to provide guidance on the overall strategic direction, and assess the overall quality at entry, of all IFAD operational policies, strategies and operations.
Analyse operational policies, project concept notes, grant concept notes and country strategies, non-sovereign operations and RTAs prior to deliberation at the OSC and provide related briefs to the Chair of the OSC.
In collaboration with the OSC Secretariat, ensure the final OSC decision memos are an accurate reflection of the OSC deliberation and of the Chairโs decision.ย
Support to outreach activities and delivery on corporate priorities ย ย
Support the preparation of official missions, meetings (e.g. governing bodies), conferences, events, and internal forums. Prepare written summaries of
meetings/visits and lead follow-up activities, as appropriate. In particular, assist in the preparation and review of concise info packs of relevant material which includes the coordination of policy papers, reports, speeches, presentations, publications, position papers, guidelines, talking points and other documentation involving the President in committees, conferences, workshops, media events, meetings with key stakeholders, etc.;ย ยIn collaboration with the Senior Advisor to the Vice-President, assist in
coordination of joint activities, engagements and functions with Rome-based Agencies (RBAs) and other stakeholders.ยSupport corporate reporting to OPV on key initiatives and innovative products of IFADโs Business Model (including climate finance, biodiversity, private sector funding and financing, regional operations, fragility agenda).ย ย
Job Profile Requirements ย
Education and experience:ย
Advanced university Degree in international relations, political sciences, public administration, international development, economics or any other related subject from an accredited institution.ย ย
At least 2 years of progressively relevant professional experience of in a related role providing analytical support within an international financial institution, development cooperation agencies and/or the United Nations system.ย
