ContextEnvironmental and climate change issues are inextricably linked to IFADโs mission. IFADโs Strategic Framework (2016โ2025), Environment and Climate Change Strategy (2019โ2025), and its Social, Environmental and Climate Assessment Procedures (SECAP) guide the mainstreaming of climate resilience across operations. IFAD is accredited to the Green Climate Fund (GCF) and the Adaptation Fund (AF) and serves as an implementing agency of the Global Environment Facility (GEF), supporting countries in mobilizing finance for adaptation, mitigation, biodiversity and land restoration. In West and Central Africa (WCA), IFAD is strengthening its pipeline of climate co-financing (GCF, GEF, AF) while embedding inclusive rural finance solutions to expand access for smallholder farmers, women, youth, and agricultural small- and medium-sized enterprises (SMEs).
Task DescriptionReporting directly to the Country Director for Liberia and Sierra Leone, and collaborating closely with both the Regional Technical Lead - Climate and Environment, WCA (ECG Division), and IFAD Rural Infrastructure experts, as well as maintaining coordination with the IFAD Country Team for Liberia and Sierra Leone, the UN Volunteer will: โข Contribute to the design, supervision, and implementation of rural and climate finance components across IFAD-funded projects in Sierra Leone and Liberia. โข Participate in field missions and provide technical guidance to project teams on inclusive finance, safeguards and climate risk management. โข Support the preparation of AF, GCF, and GEF concept notes, project proposals and related documentation, in coordination with governments and IFAD technical teams. โข Draft Terms of Reference for design missions, review background documents and coordinate responses to technical reviews. โข Review and analyze rural and climate finance delivery models to assess sustainability, outreach and relevance. โข Monitor related indicators, prepare analytical inputs, and contribute to IFADโs corporate reporting systems (e. g. ORMS, GRIPS). โข Capture lessons learned from design and supervision processes for regional knowledge exchange. โข Engage with rural financial service providers, regulators, fintechs, and development partners to strengthen partnerships and expand access to finance. โข Support the organization of learning events, partner consultations, and technical workshops. Document good practices and contribute to IFAD/UNV communications products. Other tasks: Perform any other duties assigned by the supervisor.

Living conditions and remarksFreetown is a coastal city with vibrant communities and diverse culture. Security conditions remain stable in UN-designated zones; standard precautions are recommended. Reliable mobile networks exist, though internet quality varies. Private healthcare facilities operate with some limitations; comprehensive insurance and evacuation coverage are strongly recommended. Accommodation suitable for international staff is available in secure neighbourhoods. Sierra Leone has a tropical climate with a pronounced rainy season (MayโOctober).
