The Green Climate Fund (GCF)โ€”a critical element of the historic Paris Agreementโ€”is the worldโ€™s largest climate fund mandated to support low-emission, climate-resilient development pathways. As an operating entity of the financial mechanism of the United Nations Framework Convention on Climate Change (UNFCCC), GCF contributes to the goal of keeping an average global temperature rise well below two degrees Celsius.

The Fund seeks to engage a Board Support and Policy Consultant to carry out the tasks, duties and responsibilities, deliver the set deliverables and provide support to the hiring unit as detailed below. The consultant will join GCF team on HQ based. The assignment is for an initial 115 days over a 6-month period.

Role

Under the guidance of the Board Affairs Manager, The Board Support and Policy Consultant is responsible for assisting the Office of Governance Affairs in supporting the governance functions of the Board, and in serving as a liaison between the Board and the Secretariat.

Analyze and provide insights on the status and evolution of matters for Board consideration, supporting the planning of the Boardโ€™s policy agenda. Develop and review draft documents for Board consideration, ensuring relevant mandates are adequately addressed. Design a strategy of Secretariat engagement with the Board that enables optimal communication and information channels.

Engagement

Engages with Divisions and Offices across the Secretariat to ensure and keep track of the implementation of Board mandates. Advises on matters to be addressed between the ED and the Board Co-Chairs and supports a smooth annual co-chairmanship transition. Collaborates in substantive support for Board meetings and other related events, including the preparation of scripts for Board Co-Chairs, and the Co-Chairs report. Facilitates Secretariat communication with the Board Co-Chairs and their advisers by organizing, preparing for and following-up on outcomes of regular calls and in-person meetings.

Delivery

Delivers and updates the Workplan of the Board and facilitates the development of the provisional agendas for meetings of the Board. Drafting the pre-board meeting consultation plans and tracking the status and evolution of policy matters for Board consideration in collaboration with Divisions and Offices across the Secretariat Providing secretariat services to the Climate Policy Committee, in collaboration with other OGA colleagues, as needed. Organizes the development and availability of a library of institutional policies adopted by the Board. Prepares briefings and talking points on substantive matters required for use by the Executive Director to communicate on GCF related matters with the Board Co-Chairs. Other tasks as required by the supervisors.

Required Experience and Qualifications

Masterโ€™s degree in economics, finance, sustainable development, climate policy, environmental sciences, law, or related fields; At least 3 years of relevant work experience; Identifies strategic issues, opportunities and risks; Proposes a course of action or makes a recommendation based on all available information; Ideal candidate will hold effective analytical and organizational skills, sound judgement, decision making abilities, be tactful and diplomatic; Delivers outputs for which one has responsibility within prescribed time, cost and quality standards; Excellent interpersonal skills and ability to interact with a broad range of stakeholders to communicate at various levels and maintain good working relationships; Experience in climate finance or international negotiations experience is highly desirable; Excellent written and oral communication skills in English are essential for this position; knowledge of another United Nations language is an advantage; Experience in an international setting is an advantage; Strong competence and autonomy in the use of standard software programmes: Excel, Word, PowerPoint, Outlook, and Access; Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language would be an advantage.
