The EIB, the European Union's bank, is seeking to recruit for its Group Corporate Services Directorate (GCS), Buildings and Logistics Department (BLD), Workplace Solutions Division (WS), Project Unit (PRJ) at its headquarters in Luxembourg, an (Associate) Technical Construction Project Manager - Workplace Transformation*.

This is a full-time temporary position at grade 4/5.

The term of this contract will be 4 years; as this is a temporary assignment, no extension or conversion of the contract is foreseen.

Purpose

The EIB Group is currently going through a significant capital investment project for the construction of its new building. In this role you will coordinate technical projects for the new building and contribute to timely implementation of the workplace transformation. This involves coordinating projects for the new building (currently under construction), as well as renovation and adaptation projects for the Jean-Monnet 2 Tower in order to increase the functional lifecycle of the EIB Group owned and rented buildings.

Operating Network

You will report to the Head of Projects Unit and will have regular contact with colleagues in other Directorates, notably with Group Corporate Services, all Building entities, especially the New Building Unit, Compliance, Procurement, and the Legal Directorate.

Accountabilities

Coordinate and drive construction and renovation projects throughout their full life cycle, from planning to evaluation, and provide regular reporting on projects and ongoing initiatives Prepare terms of reference for calls for tender in own domain of expertise Monitor and evaluate the quality of delivered services rendered by the project team and sub-contractors identifying potential risks and proposing mitigation and corrective actions as needed Coordinate an external project team for the implementation of projects and adapt and manage existing subcontractor contracts Monitor and approve all budgeted project expenditure and contribute to the elaboration of the annual budget and its follow-up based on contract specifications and industry standards Ensure documentation of the project and its deliverables are maintained and up-to-date Seek continuous improvement for all activities; report on โ€œlessons learnedโ€ and integrate new knowledge and experience in subsequent activities

Qualifications

University degree (minimum an equivalent to a Bachelor) preferably in Buildings MEP (HVAC, electricity, multimediaโ€ฆ) or related subject Minimum 3 years of relevant professional experience, including in large construction, renovation or transformation projects, preferably in Luxembourg (Preference will be given to candidates working at a senior level and managing complex projects) Certification in a project methodology such as Prince2, PMP or PMI would be an advantage Excellent knowledge of building requirements and techniques as well as knowledge of construction standards and best practices Good knowledge of procurement regulations and practices Good knowledge of Microsoft Office tools, including MS Project, and CAD software Excellent knowledge of French and a good command of English (**). Knowledge of other EU languages would be an advantage.

(**) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
