Terms of Reference1. General Background

For four decades, Pakistan has been one of the largest refugee hosting countries providing safety to some 1.3M people forced to flee their countries. Pakistan is not a signatory to the 1951 Convention relating to the Status of Refugees or its 1967 Protocol and has not enacted national legislation concerning refugees. Pakistanโ€™s provision of protection and assistance is generally in accordance with international standards and Pakistanโ€™s international human rights obligations.

The province of Balochistan hosts over 300,000 refugees, majority (82%) residing in urban/rural areas and the remaining (18%) in ten refugee villages. UNHCR has presence in four locations, namely Sub-Office Quetta and three Field Units in Loralai, Dalbandin and Chaman. Most of Afghan refugees were recognized on a prima facie basis by the Government of Pakistan and are Proof of Registration (PoR) Card holders. A smaller number of Afghan and non-Afghan asylum seekers are processed in accordance with mandate procedures.

As per the Security Risk Management (SRM), the province security level is assessed to be Substantial. The general security environment remains volatile with daily reports of various security incidents. UNHCRโ€™s staff movement is restricted, warranting the need to implement through partners and close coordination with local authorities, NGOs and other UN agencies.

The operation has currently 105 staff including 16 international staff.

Under the overall guidance of the Head of Sub Office, the Associate Reporting Officer contributes to production, editing and quality control of reports for his/her Area of Responsibility (AOR). By systematization and sharing of accurate and timely information, the incumbent promotes the vision, mission, and strategic goals of UNHCR.

S/he establishes close contacts with all UNHCR sections in the AOR to gather and analyse information. S/he maintains effective professional relationships with a wide variety of donors, operational and implementing partners, UN agencies, and other stakeholders to gather, analyse and disseminate information about activities of UNHCR and its partners.

2. Purpose and Scope of Assignment

The Associate Reporting Officer will be expected to deliver in the following areas:

โ€ข Support the operation in planning for inclusion with a clear shared vision of longer-term protection and solution outcomes for people of concern that takes account of host communities and leverages the roles, resources and capacities of development partners, UN Agencies, including private sector, and Bilateral Development donors.
โ€ข Keep abreast of all developments in the country operation/ bureau/ division or other entity to prepare appropriate briefings and reports.
โ€ข Draft regular daily, weekly and monthly up-date for internal and external audience (including donors and media).
โ€ข Consolidate and analyse data on programme implementation, achievements and indicators in all sectors under AoR in order to facilitate the preparation of periodic reports and activity-specific reports as may be required and ensure timeliness of such reports.
โ€ข Participate in annual reporting and planning process.
โ€ข Work closely with Information Management to ensure accurate and attractive data presentation, including maps.
โ€ข Support the monitoring of UNHCRโ€™s partnerships and consolidate information about Partnersโ€™ activities.
โ€ข Assist in the preparation of briefing kits and presentations for missions and visitors.
โ€ข Assist in the preparation of reports for donors, in compliance with specific donor requirements. Make efforts to enhance donor satisfaction by ensuring quality reporting on programmatic results to donor. Assist in providing visibility for donorsโ€™ contributions to UNHCR.
โ€ข Research/analyse, interpret and also, monitor and review information and data from regular and wide variety of sources for internal and external reporting.
โ€ข Prepare and distribute minutes of meetings.
โ€ข Provide technical support, training and clarification on UNHCRโ€™s reporting policies and deadlines.
โ€ข May prepare press releases; conceptualize, draft and edit stories for external communications products and support all aspects of its production, including fact checking, proofreading and quality control.
โ€ข Support UNHCR inter-agency coordination initiatives and leadership through provision of reporting and secretariat functions where relevant.

โ€ข Provide technical support for relationship building with development co-operation agencies, UN agencies and civil society through the different stages of policy and programme identification, preparation, implementation and review.
โ€ข Develop partnerships and networks with development actors to influence the policy dialogue with governments on institutional arrangements related to sectors, locations and programme content of consequence to UNHCR and persons of concern and host communities especially in sectors of Education and Health.
โ€ข Cooperate with development partners to assist them in incorporating the concerns of refugees, others of concern to UNHCR into the design and implementation arrangements of projects and interventions in a manner that impacts positively on protection circumstances.
โ€ข Ensure that development actors are provided relevant data to inform their planning, programming and advocacy around resilience for and inclusion of UNHCR persons of concern and host communities.
โ€ข Perform other related duties as required.

4. Qualifications and Experience

Language Requirements

English and knowledge of local languages Urdu, Pashto will be essential.
