Standard Job DescriptionAssociate Programme Officer Organizational Setting and Work Relationships The Associate Programme Officer may be based in HQ, field/regional bureau, typically reporting to and be guided by the Program officer and may supervise a small team of local staff. He/she may refer to UNHCR's Programme Manual (Chapter IV), UNHCR's corporate and regional strategic priorities, operation plans and other relevant institutional rules and regulations for further guidance. The Associate Programme Officer will provide programmatic guidance and support with regard to the implementation of protection and solutions strategies within available resources. S/he will coordinate with the other sections/units to ensure harmonized programmatic approaches at all levels and throughout the UNHCR Operations Management Cycle. The incumbent will work in line with the overall UNHCR directions which crucially require working with partners, including with persons of concern, governmental institutions and the private sector, ensuring that programme management is approached as per UNHCR¿s Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR), and corporate positions on SDGs. The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle. All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties - Support in assessing and analysing the needs of persons of concern in a participatory manner, using an Age, Gender and Diversity (AGD) perspective as basis for planning. - Provide support on programmatic aspects of developing multi-year protection and solutions strategies and annual plans with corresponding priorities taking into account corporate priorities. - Support Results Based Management and programme capacity in light of evolving requirements, programming approaches and gaps. - Assist the planning process in compliance with planning parameters outlined in the Programme Manual and the planning instructions. - Support the revision and analysis of plans, mid-year and year-end reports of UNHCR office(s) in the Area of Responsibility AoR), ensure quality assurance and compliance with established policies, guidelines, procedures and standards. - Assist in the provision of overall direction to broaden partnerships with key stakeholders in order to maximize the protection and solutions response for persons of concern. - Provide support to ensure a consistent application of the framework for implementing with partners, including the effective implementation of the policy on selection and retention of partners, management of partnership agreements, risk-based project performance monitoring, and risk-based project audits, among others. - Contribute to ensure consistent and coherent monitoring approaches, tools and systems across the region, in line with global standards and polices. - Actively contribute to UNHCRs programming of community of practice and continuously contribute to improvements of programming tools and processes. - Oversee a timely and effective follow-up of internal and external audits observations and recommendations that relate to programmatic issues. - Perform other related duties as required. Desired Candidate ProfileOperational Context:
The position is in the Global Mobility and Infrastructure Service (GMIS) within the Division of Financial and Administrative Management (DFAM). DFAM contributes to safeguarding the financial resources entrusted to UNHCR by maintaining and improving the financial and admin. systems, policies and procedures and promoting cost-effective and transparent use of these resources. In the context of the Regionalization, decentralization and further HQ realignment, the Global Mobility and Infrastructure Service was recently created by merging sections previously located in different divisions. DFAM is, hence hosting new functions.
DFAM is looking for a Associate Programme Officer (Writer-Editor), Temporary Appointment - based in Budapest, to support GMIS with its communications related to the establishment of the new services and various key projects. The Associate Programme Officer (Writer-Editor) will be required to write, edit, and adapt content for different audiences and channels, including digital.
Under the supervision of the Associate Communications Officer, GMIS, DFAM, the Programme Officer (Writer-Editor) will support the DFAM/GMIS objectives and communication strategy through the production of clear, compelling, and effective written content to inform and engage target audiences and perform other writing and editing tasks as needed.
She/He will work directly with GMIS staff and liaise closely with colleagues across the divisions, in particular the Special Coordinator for Internal Intranet Communications and the Digital Engagement Section (Intranet) to ensure our content is relevant and accurate.
The ideal candidate is a team-spirited, skilled, and creative writer/editor/copywriter with an eye for detail.

Duties and responsibilities:

• Research, produce, and edit written content for different communications materials and target audiences, ensuring their timely dissemination by leveraging a range of tactics and UNHCR-compliant tools and platforms.
• Proofread all communications materials before their publication.
• Provide written communications support to the GMIS teams, including the Greening and Sustainability, Travel, Fleet, and Global Infrastructure Teams.
• Offer editing guidance and provide input to GMIS colleagues to ensure the proposed content and communication materials reach maximum impact.
• Liaise as necessary between GMIS, Internal Communications, and the Global Communications Service to ensure our content is relevant and accurate for the targeted audiences.
• Support the implementation of the DFAM/GMIS internal communication strategy in line with the Global Internal Communications Strategy and UNHCR brand guidelines through the creation of compelling written content.
• Regularly provide ideas for communications initiatives and monitor news and popular trends to insert GMIS’s messaging into ongoing conversations and events, identifying key moments for proactive communications.
• Bring creativity to GMIS communications and boost their visibility on UNHCR internal channels or external channels, if applicable, while maintaining UNHCR/GMIS’s brand voice and tone.
• Interpret briefs, strategic and creative direction and turn them into engaging and persuasive copy concepts.
• Participate in discussions on GMIS projects to develop a wide range of communications materials, such as intranet articles, newsletters, stories, reports, video scripts, infographics, announcements, and social media posts, among others.
• Provide similar support to other sections, especially in reporting and writing.
• Perform other duties as required.

Essential minimum qualifications and professional experience required
Academic qualifications:
University degree or postgraduate diploma in communications, journalism, international relations, political science, public information, media, marketing, advertising, or relevant fields.

Requirements and skills:

• Proven track record of writing and adapting content for different audiences and channels, including digital.

• Experience in social media writing and digital marketing tools.

Duration: 6 months, with the possibility of extension for an additional 6 months.

Remuneration:
In case of appointment, a competitive compensation and benefits package is offered.

Benefits:
Annual leave: UNHCR staff members holding a temporary appointment will accrue annual leave at the rate of 1.5 working days for each full calendar months of service (i.e. 18 working days per year).

Pension system: Staff members holding granted a minimum of 6 months temporary appointment will become participants in the United Nations Joint Staff Pension Fund (UNJSPF).

Health insurance plan: locally recruited staff members in Budapest will be enrolled in the Medical Insurance Plan (MIP). The coverage is also optionally available for eligible family members.
