OVERVIEW: Winrock International implements a five-year USAID-funded counter human trafficking project entitled โ€œUSAIDโ€™s Fight Slavery and Trafficking-In-Persons (FSTIP) Activity. The goal of FSTIP is to Enhance the systems, capacity, and sustainability of justice sector actors and institutions.\\ Prevent human rights violations and increasing awareness of TIP and Child Marriage; and Strengthen protection of TIP and Child Marriage victims. POSITION SUMMARY: The Associate Manager โ€“ Child Marriage is responsible for leading the planning, implementation, and reporting of child marriage activities in coordination with the FSTIP Child Marriage Manager. He/she manages child marriage technical activities in targeted project districts; identifies and coordinates with FSTIP and like-minded collaboration partners and leverages opportunities; monitors FSTIP grantee implementation and works closely with the FSTI MERL team to ensure quality, verified, accurate data reporting, financial reporting for FSTIP partners in accordance with their budgets and their achievements against targets; develops FSTIP program communications and reports on counter child marriage successes; contributes to FSTIP program strategies and budget forecasting; develops consultant Terms of Reference (ToRs) and contributes to the development of Requests For Answers (RFAs) for grantees and participates in their selection and the award processes; coordinates with stakeholders responsible for preventing child marriage and gender-based violence. This position is not eligible for expatriate benefits and follows a Bangladesh salary scale. ESSENTIAL RESPONSIBILITIES: Leads the incorporation, monitoring, and technical assistance of child marriage activities within FSTIP program components promoting a โ€œ4 P approachโ€, includes advocacy, policies, and laws related to child marriage; develops communications to target high-prevalence child marriage communities; services for survivors. Conducts training and leads research, networking, and policy implementation related to child marriage. Takes part in FSTIP subgrantee selection and award processes and monitors budgets and implementation against targets. Manages a FSTIP subgrant exclusively implementing CM activities in the southern part of Bangladesh. Works closely and in consultation with the FSTIP Child Marriage Manager in monitoring and following up with all subgranteesโ€™ CM activities. Develops FSTIP Consultants Terms of Reference (TORs). Contributes to FSTIP program strategies and develops FSTIP program communications and reports on child marriage component achievements. Designs and facilitates FSTIP training sessions for key stakeholders including members of Marriage Registrarsโ€™ Associations, religious leaders (Imams, teachers) child marriage prevention committees, and gender-based violence committees. Provides input on gender-responsive programming, child rights, cultural and traditional nuances of child marriage practices in Bangladesh, and pathways to re-establish education for out-of-schoolgirls. Collaborates with all FSTIP program components โ€“ Prosecution, Prevention, and Protection on the organization of events, program monitoring, and reporting. Provides support to the FSTIP MERL team regarding data verification, review, and reporting QUALIFICATIONS: Education: Masterโ€™s level degree required in Law or social science (Economics, Sociology, Anthropology, Development Studies, etc.) from a reputable university. Work Experience: A minimum of five yearsโ€™ experience managing and implementing complex activities (trafficking in persons and child marriage preferred) for international development projects, preferably with USAID. Solid knowledge of child marriage, human trafficking and gender-based violence related issues. Solid knowledge of child marriage related national and international laws and rules. Experience in developing program communications and reports on child marriage successes. Experience in conducting a large number of training activities for senior officials. Strong interpersonal skills and ability to work in teams and in a multi-cultural environment. Experience in developing and managing subgrants. Familiarity with USAID DRG portfolio strongly preferred. Skills: Fluent in Bangla and English. Microsoft Office Skills. Strong oral and written communication skills.
